BUREAUCRACY WORLDWIDE * UK - RPCs for Euro-5 trucks...
... but not if you haven't got OBD
London,UK -BigLorryBlog -September 6, 2007: -- Pity the poor UK truck operators who, in the noble belief that they were being 'green' , bought one of the early model Euro-5 trucks without on-board diagostics----then to find that the DfT is only offering RPCs to those Euro-5 trucks WITH OBD... The reason for tackling this emotive subject? Well a Goverment press release proclaiming that with great generosity: "The Department for Transport has today announced the details of a scheme to extend tax incentives to encourage hauliers to buy vehicles that meet the latest European standard for air pollutant emissions, known as 'Euro-5', before it becomes mandatory...." adding, "The Reduced Pollution Certificate (RPC) scheme will be extended so that hauliers and bus operators first registering a Euro-5 compliant vehicle before 1 October 2009 can claim a discount of up to £500 a year on Vehicle Excise Duty (VED)"... So far so blah. Only it then goes on to deliver the long-expected killer blow: "A vehicle will only be eligible for the discount if it meets the Euro-5 emissions standard and is fitted with the onboard diagnostic systems and torque control mechanisms that check and control emissions of nitrogen oxides. This will ensure the Euro-5 standard is maintained throughout the life of the vehicle"...
