Bert Hertzog, 52, of Winsted, Minn., was decertified as an inspector in 2005 for falsifying documents. But, according to court records, he continued to issue fake inspection stickers for as many as 1,800 trucks... Hertzog is charged with felony counts of theft by swindle and aggravated forgery...
