Johns didn't appear concerned about terrorists targeting his shipment of ethylene glycol, an ingredient in antifreeze, though the federal government has stepped up efforts since the Sept. 11, 2001, terrorist attacks to safeguard all industries that ship hazardous materials against potential threats, largely by increasing regulations on companies and their employees...
