But the industry's good times likely will be followed by a steep dropoff in 2007, the kind of tumble Wall Street sometimes calls a ''cliff event.''... This year's sales surge, and next year's expected slump, are being artificially amplified by the same development: Diesel engines for large trucks must meet stringent new emission standards under federal clean-air regulations scheduled to kick in Jan. 1. 2007... Mack Trucks of Allentown has certainly benefitted from the upturn. It sent 42 percent more trucks to dealers in 2005 than the year before. Last year, it started a second shift at its Lower Macungie Township plant to keep up with demand for trash and construction trucks... Mack parent company Volvo is spending $150 million at its Hagerstown, Md., plant to develop engines that pass the new federal standards...
