Rules - USA - Consumer groups press appeals court over regional auto recalls
WASHINGTON,DC,USA -DetNews/Associated Press, by Ken Thomas -Dec 09, 2005: -- Public Citizen and the Center for Auto Safety, asked a federal appeals court Friday to throw out a rule allowing the National Highway Traffic Safety Administration's to limit some vehicle recalls by region... that policy allows automakers to conduct recalls involving defects related to regional conditions such as snow or heat... Bonnie Robin-Vergeer, an attorney for the groups, said a 1998 letter that NHTSA sent to manufacturers clarifying its policies should be considered a rule change requiring public comment. She said it violated a federal law requiring that all owners be notified of vehicle recalls regardless of where they live or where the vehicle is registered...
