OIL NEWS * China - The diesel drain

... Is not the only one complaining about the country's diesel shortage ...

Kunming,Yunnan Province,China -Global Times, by Li Woke -November 19 2010: ... The shortage, which began in September, has made "sold out" signs a common sight at many gas stations and has paralyzed traffic on key expressways with trucks waiting in long lines to fill their fuel tanks... Experts blame the shortage partly on the "power blackout policy" adopted by some local governments to meet their emission-reduction goals. The central government has pledged to cut the amount of fuel used per unit of GDP by 20 percent from 2005 levels before the end of this year... Data released by the Petroleum Flow Committee under the China General Chamber of Commerce last week showed that more than 2,000 private gas stations in southern and eastern China, mostly in Guangdong, Jiangsu, and Zhejiang provinces, have closed due to the shortage... In order to alleviate the shortage, the country's largest oil refiners, Sinopec and PetroChina, recently announced plans to process 583,000 million tons of crude per day this month. They plan to avoid maintenance shutdowns at refineries and to also import 200,000 million tons of diesel for the domestic market. Some oil refineries have also cut their output of gasoline and industrial chemicals to make room for additional diesel refining... PETROLEUM NEWS * OPEC - Pushes to cut oil supply

But some experts say trimming production may not prop up prices because demand is down

Vienna,Austria -Associated Press/The Detroit News (USA), by George Jahn -October 24, 2008: -- Iran and Venezuela on Thursday urged OPEC to quickly slash output and stem a steep slide in prices that has left crude at its cheapest in 15 months -- and some member countries scrambling to balance their books.
But OPEC's power to raise prices by cutting supply may be fading amid a global economic crisis that has evaporated demand for oil... The emergency meeting was scheduled for Nov. 18, but that was abruptly rescheduled for Friday as oil prices continued to fall away... Benchmark crude futures rose $1.49 Thursday to $68.24 on the New York Mercantile Exchange, but that is still nearly $40 below what oil fetched just 30 days ago...

OIL NEWS * UK - Royal Dutch Shell's profits top $11 billion

London,UK -MarketWatch (CAL,USA), by Steve Goldstein -July 31, 2008: -- Royal Dutch Shell said second-quarter profit climbed 33% as surging oil prices helped offset diminished production as the group struggles to pump oil out of Nigeria... Joining Exxon Mobil as the only oil company to earn more than $10 billion in a single quarter, Royal Dutch Shell said its profit rose to $11.56 billion... The quarter included a net $73 million of one-time items, as divestments were offset by mark-to-market valuations on U.K. gas contracts and tax charges... Excluding price changes on unsold inventories and other one-time items, Shell would have earned $7.9 billion, up 5% from the same period last year...

OIL NEWS * Saudi Arabia - Saudis, U.S. split on oil

Jiddah,Saudi Arabia -The Detroit News, by Sebastian Abbot -June 23, 2008: -- ... A hastily convened global energy summit meeting led by Saudi Arabia ended largely in disagreement on Sunday, with only a modest pledge of increased production and no resolution on what other practical steps should be taken to ease the crisis over soaring oil prices... The Saudis announced they would raise production by 200,000 barrels a day. But news of that increase had already been absorbed by the voracious world market for oil, and it was not expected to affect prices... Oil Minister Ali al-Naimi said at the meeting, attended by officials from more than 30 countries and 25 oil companies... Saudi Arabia, the biggest oil exporter, is the only country that can significantly boost production quickly...

Oil Exploration * USA - Bush Calls for More

Washington,DC,USA -The New York Times/Transport Topics -18 June 2008: -- President Bush said Wednesday that Congress should allow offshore oil drilling and for opening up more areas for energy exploration... The Energy Information Administration, part of the Department of Energy, estimates that about 75 billion barrels of oil are off limits to development, and that about 21% of that, or 16 billion barrels, is covered by the offshore drilling ban... The offshore drilling moratorium was first enacted in 1982 and has been renewed by Congress every year since then. It prohibits oil and gas leasing on most of the continental shelf, three to 200 miles off the U.S. shore... The president said that Congress should open more of the Arctic National Wildlife Refuge in Alaska to exploration, which he said could produce an additional 10 billion barrels of oil... He touted developing oil shale, saying that the high cost of current oil makes it a more economic resource than in the past... Bush also called for more development of the U.S. refinery industry, saying he was proposing measures to improve the refinery permitting process...
