* DC - Reports: 1.6M auto parts jobs at risk because of Chinese trade practices

Washington,DC,USA -The Detroit News, by David Shepardson -1 Feb 2012: -- More than 400,000 jobs in the U.S. auto supply chain have been lost since 2000, and another 1.6 million U.S. jobs are at risk unless China's illegal trading practices are curtailed, according to three reports released Tuesday...  Michigan lost 250,000 jobs in the auto parts sector during the last decade... The UAW is working to convince U.S. companies to bring jobs back home...  Many auto suppliers — like Delphi Corp. and Visteon Corp. — have shifted most of their factory work outside the U.S. to countries with lower labor costs...  In December, China imposed tariffs of nearly 22 percent on U.S.-made SUVs and larger vehicles, after the U.S. imposed similar tariffs on Chinese-made tires and other products...  China is the fastest-growing source of U.S. auto parts imports...  The Chinese government argued that the top court of the World Trade Organization last year "conclusively established that the United States acts unlawfully in the methods by which it calculates and imposes countervailing duties on imports from China" ... The other institute report found that China has given $27.5 billion in government subsidies to its auto-parts industry and China's central government has committed to giving another $10.9 billion in subsidies for industrial restructuring and technological development...

NOT an AWARD * USA - OIG report on Highway Watch not really a thumbs up

“Initially,” the report stated, “DHS wanted the program to involve all highway and motor carrier industry stakeholders and to provide appropriate sector-specific training". ATA did not implement that plan

Washington,DC,USA -The Trucker News Services -20 Jan 2009: -- ... A September 2008 report by the Office of Inspector General (OIG) of the Department Homeland Security (DHS), which recently was made public, found fault with the American Trucking Associations’ enrollment strategy for the program, saying ATA used only its state associations to sign up members and “left potential partners antagonistic” towards the program... In 1998 ATA established the Highway Watch program to take advantage of the experience and commitment of transportation workers to safeguard the nation’s infrastructure and highway-related transit tunnels. With funding from the federal Department of Transportation (DOT), truck and bus drivers and other workers were taught to recognize and report hazardous conditions, criminal activity and other behavior... In August of 2003 the Transportation Security Administration (TSA) entered into its first agreement with ATA and between 2004 and 2007 awarded ATA $63 million for the program... Last year, the Consolidated Appropriations Act set aside an additional $16 million for the Trucking Industry Security Grant Program (ATA trademarked the name, Highway Watch) and stated that the funding would be “competitively awarded”... It didn’t award the monies to ATA...

SUBSIDY * Australia - Truckies angry at petrol subsidy loss

Queensland,NSW,AUST -The Age -November 12, 2008: -- A plan to abolish the northern NSW fuel subsidy will make it harder for truck companies to compete with those in Queensland, a trucking body says... The NSW government announced the subsidy would end on July 1 in its mini-budget delivered on Tuesday... The subsidy, which was introduced to enable petrol stations this side of the border to compete with the subsidised fuel price in Queensland, ranges from 8.35 cents per litre in Tenterfield to 1.67 at Urunga...

Automakers get 25-year loan terms, could ask Energy Department for 5-year deferral for repayment... Under terms of bill, carmakers must use funds to retool plants. And build vehicles 25% more fuel efficient than called for by government rules... NHTSA: Estimated cost to automakers to meet 1st 5 years of new higher standards: $47B... Energy chief says could take 6 to 18 months to get money to automakers, Sen. Levin vows to push speedier distribution... Tax credit for plug-in hybrid vehicles, money for battery research still unapproved...


* TRUCKING INDUSTRY - EPA Awards $3.4 Million in Clean Diesel Grants

Washington,DC,USA -Transport Topics -29 Sept 2008: -- The U.S. Environmental Protection Agency Wednesday announced the first $3.4 million for clean diesel projects under the agency’s diesel emissions reduction program... The grants will help trucking save more than $72 million in fuel costs per year, EPA Administrator Stephen Johnson said in a statement... The awards program is intended to promote saving fuel and lowering greenhouse gas and exhaust emissions from diesel engines... Three organizations — Community Development Transportation Lending Services, Cascade Sierra Solutions and the Owner-Operator Independent Drivers Association — will share the grant to help small trucking companies lower fuel costs and emissions through loans and rebates, the agency said...


* INFRASTRUCTURES - House Passes Stimulus Package

Washington,DC,USA -Traffic World, by Ari Natter -29 Sept 2008: -- A $60.8 billion economic stimulus package that includes billions of dollars for highway, bridge and other infrastructure construction passed in the House Friday... The bill provides $12.8 billion to the Department of Transportation for highway projects, $3.6 billion for transit, and $600 million for the Airport Improvement Program... Similar legislation stalled in the Senate on Friday...


* "Bailout" to provide excise exemption for APU purchasers

Washington,DC,USA -Land Line Magazine, by Charlie Morasch -October 2, 2008: -- It’s been called a bailout, a giveaway, and a way of avoiding an economic recession among other things, but the $700 billion congressional plan being considered this week would also benefit some truck drivers... The legislation, HR6049, includes an exemption to the excise tax on new APUs when they are bought with new trucks. The resolution – called the Renewable Energy and Job Creation Act of 2008 – has been rolled into the $700 billion bailout proposal... New truck purchases include a 12 percent excise tax, and new APU purchases with new trucks also include an excise tax equal to 12 percent of the APU’s retail price. With the provision rolled into the $700 billion bailout plan, buyers of new trucks wouldn’t owe the 12 percent excise tax normally applied to the APU...
