DIRTIEST DIESEL TRUCKS * USA: VW it could be oblied to clean they ?

Should VW pay to retire the dirtiest diesel trucks for its cheating?

-- In the six months since the EPA revealed that Volkswagen used illegal "defeat device" software on TDI diesel cars, there have been many suggestions about how the company should pay for its deception... VW will of course have to recall all of the nearly 600,000 affected cars in the U.S. ... But on top of that, some have suggested that Volkswagen buy back at least some of the affected cars, or even be forced to build more electric cars as penance... Now, there's another idea: It comes from the Union of Concerned Scientists (UCS), which believes Volkswagen could be forced to fund programs that clean up the dirtiest diesel trucks... Instead of a "punishment" that would also help Volkswagen sell more cars, the UCS advocates using the company's money to fund environmental initiatives... It believes regulators should focus on heavy-duty trucks, because those are among the highest-polluting vehicles on the road... They account for a disproportionate amount of emissions, in part because they cover more mileage than passenger cars annually... The EPA has the authority to set up a Supplemental Environmental Project, which could funnel Volkswagen money into pollution-remediation projects, the UCS notes... This could be done along the lines of the Diesel Emissions Reductions Act, and help encourage replacing dirtier trucks or retrofitting them with emissions-reducing equipment... There could even be provisions for zero-emission trucks, notes the UCS...

Dirtier trucks * China - Cleaning up Chinese pollution would be tough, but it has to be done

China, has won the race as the world's leading contributor to global warming

Long Beach,CA,USA -The Long Beach Press-Telegram -16 Dec 2007: -- As the U.S. in general and California in particular mandate tougher emission rules on trucks and the diesel fuel they burn, China, the source of so much of our imports, has won the race as the world's leading contributor to global warming... Small wonder: Because there are price controls on diesel fuel, the country's state-run oil refiners lose money on every gallon of diesel they sell. Those price controls also give refiners reasons to use the cheapest, dirtiest, most sulphurous crude they can get away with. Most of the 10 million trucks on China's roads burn diesel that has 130 times the amount of sulphur sold in diesel fuel in the U.S.... The result is a ban on daytime trucking in some cities. By morning, however, the diesel soot blocks out the sun. It's not only an aesthetic problem. Diesel soot gets embedded deep in people's lungs, where cancer can develop... Ironically, as China's booming economy expands, and roads are improved, transport time could be reduced. Except that diesel fuel is rationed, so that a truck driver might get as much as a quarter tank of diesel, or as little as five gallons. For that, he has to wait in line - his truck idling all the while - for up to 10 hours.
