CDL RULES * USA: With minimum training standards

* DC - FMCSA finalizes mandatory training rule for new truck drivers

--- The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) on Wednesday announced a Final Rule establishing comprehensive national minimum training standards for entry-level commercial truck and bus operators seeking to obtain a commercial driver’s license (CDL) or certain endorsements... The standards established in Wednesday’s rule address the knowledge and skills necessary for the safe operation of commercial motor vehicles and also establish minimum qualifications for entities and individuals who provide entry-level driver training. The entry-level driver training Final Rule retains many of the consensus recommendations of a negotiated rulemaking committee made up of 25 stakeholders and FMCSA representatives... The comprehensive CDL training requirements, which emphasize safety and promote driving efficiency, will result in lives saved, reductions in fuel consumption and emissions, vehicle maintenance cost reductions, and industry-wide performance improvements, according to the FMCSA...

STRINGENT MEDICAL CERTIFICATIONS * USA: To obtain truckers´ CDL

* Pennsylvania - Changes underway for truck drivers

--- More stringent medical certifications, entry-level rules and electronic driver logs are contributing to a shortage of commercial truck drivers... Professionals in the trucking field updated members of the Manufacturers and Employers Association on recent changes in requirements for CDL drivers... 

* Medical Certification: Drivers now have to be medically certified to drive, and have to have a state Department of Transportation-approved doctor do the exam... 

* Entry-level rules: The written test has been updated. The commercial permit, which was valid for 365 days, is now valid for only 180. And there is added criteria for the road test... 

* Electronic devices: Are now used as the primary system for tracking a driver’s hours behind the wheel. Older drivers don’t want to learn how to use it. The drivers still have to compile a paper log as a backup. And the electronic logs are unforgiving... 

* Sleep apnea: Another factor taking drivers off the road or not letting them on it is obstructive sleep apnea. In 2014, guidelines were implemented that when a driver goes for medical certification, and they answer yes to any specific questions or met any certain set of guidelines — like body mass index, body weight, age or blood pressure — they are automatically sent for a sleep study. Mr. Sean Dubman, transportation safety coordinator for Wegman’s, said it is up to the PennDOT-certified medical examiner whether obstructive sleep apnea can take a driver off the road...

CDL tests * USA - Missouri law mandates English-only. Forbids ‘sanctuary’ cities

MISS,USA -The Associated Press/Land Line Magazine, by Keith Goble -July 16, 2008: -- Gov. Matt Blunt has signed a bill into law that calls for trucker-hopefuls in Missouri to prove they have a firm grasp of the English language to obtain a commercial driver’s license. It also outlaws “sanctuary” cities in the state... The new law requires the written test to be offered only in English. Applicants’ ability to understand traffic signs and signals written in English also will be required. They will be prohibited from using interpreters while taking the test... Opponents said there are no studies that suggest English proficiency makes better drivers. They also voiced concern that adopting the strict standards would push certain trucking companies to go “underground” to hire people to sit behind the wheel of trucks... Advocates for the bill point out that law enforcement in some states make it a policy for their officers to not ask suspects about their immigration status. In fact, there are 60 so-called sanctuary cities throughout the nation that are recognized by rule or regulation, reported...

* USA - FMCSA proposes new driver training rule

USA -FleetOwner -December 27, 2007: -- The Federal Motor Carrier Safety Administration (FMCSA) has finally addressed the issue of behind-the-wheel training for entry-level commercial drivers. In a Notice of Proposed Rulemaking (NPRM) published in the Federal Register December 26, 2007, the agency calls for the addition of hands-on training to its mandatory requirements for new CDL drivers...

Safety * USA - OOIDA member on CDL panel

OOIDA Life Member Miles Verhoef says before a would-be trucker gets a CDL, he or she should undergo meaningful training, including lots of time behind the-wheel during both day and night driving, and experience in different kinds of weather.

April 12, 2007: -- Verhoef, who lives in Tomah, WI, will soon have the chance to make his opinions heard where they count... With backing from OOIDA, Verhoef’s been appointed to a CDL task force formed by the American Association of Motor Vehicle Administrators. The group represents state and provincial officials in the U.S. and Canada who administer and enforce motor vehicle laws...
