Brussels,Belgium -Transport Intelligence, by Thomas Cullen -23 Jul 2012: -- The European Commission announced on Friday that it would begin an "in-depth investigation under the EU Merger
Regulation" into the take-over of TNT Express by UPS... The statement asserted that the Commission had conducted initial
investigations that found what it called the "small package delivery"
market was highly segmented, largely due to the "timeframe associated to
the services". However, the Commission believes that only competition
from the other big integrators would constrain the combined UPS and TNT
Express; especially for the fastest time-commitment deliveries. This
would lead to a "highly concentrated market for domestic and, even more
so, international express delivery services"... The
further investigation will report at the latest by November 28, on
whether the merger is anti-competitive or not. A negative response would
not necessarily de-rail the deal in its entirety, but it would be a
very significant obstacle...
