TOLL ROADS DEBATES * USA

* Texas - Temporary toll ban nears passage in. Governor poised to veto

TX,USA -Land Line Magazine, by Keith Goble -May 1 , 2007: -- The Texas Senate overwhelmingly approved a bill Monday, April 30, that is intended to buy the state more time to review the effects of handing over roadways to private groups. It now heads back to the House for approval of changes... The bill – HB1892 – would place a two-year moratorium on toll road leases with private groups. It also would require a study of the long-term effects of public-private partnerships... Gov. Rick Perry's office released a statement Friday, April 27, regarding the moratorium concept... “I will review this bill carefully because we cannot have public policy in this state that shuts down road construction, kills jobs, harms air quality, prevents access to federal highway dollars, and creates an environment within local government that is ripe for political corruption"...

* Nevada - Toll talk falters in
NV,USA -Land Line Magazine, by Keith Goble -May 1 , 2007: -- Despite being told that public-private partnerships could help the state cope with funding shortfalls to get needed road work done, Nevada state lawmakers haven’t warmed up to the scheme... Two bills are dead in the Assembly that sought to increase tolling options for the state. One bill – AB417 – would have authorized the Nevada Department of Transportation to enter into public-private partnerships. It also would have required that alternative routes be available for those who want to avoid paying to use the privatized routes... A related bill met the same fate. The bill – AB583 – would have allowed municipalities to set up toll road and bridges. It also required that alternative routes be available but it didn’t permit public-private partnerships... A Senate bill also died that originally would have limited authorization to set up toll roads and bridges. To qualify, cities would need to have at least 10,000 residents while counties would be required to have at least 100,000 residents...

* Virginia - Tolls could help pay for improvements to portion of U.S. 17 in
VI,USA -Land Line Magazine, by Keith Goble -May 1 , 2007: -- Gov. Tim Kaine has signed a bill into law that could use tolls to help pay for improvements along U.S. Route 17 in the city of Chesapeake... The governor’s signature is no guarantee tolls will be collected along the route. The Federal Highway Administration and Hampton Roads Transportation Authority still would need to grant permission to follow through with the plan...

* Two California toll roads could merge
CAL,USA -Land Line Magazine /The Register -May 3 , 2007: -- A shotgun wedding isn’t likely to happen this time as two county-run toll roads in California prepare to merge... Officials with the San Joaquin Hills and the Foothills/Eastern toll roads voted recently to seek a traffic study and do some number crunching for a possible consolidation. But officials told the Orange County Register that they will take their time... Financial advisors are standing by to make $48 million in fees from the possible $4.7 billion transaction, reported...
