Valley Grain,MO,USA -Land Line Magazine, by Jami Jones -April 30, 2007: -- A description of the Bush administration’s proposed cross-border program is set to be unveiled in the Federal Register... While the notice lays out a description of the program, the application and approval process and some training that has developed for enforcement of the program, it may not go far enough to satisfy the opposition to the program... However, the notice will give some idea of how big the program will be. The notice states that 70 percent of the applicants operate 20 or fewer trucks. About 25 percent operate between 21 and 100 trucks. The final 5 percent operate 100 or more trucks... If those numbers hold true with authority approval, the cross-border program could see around 4,000 or so trucks as part of the program – more than the number of trucks in either the Celadon or Covenant fleets, for example...

* USA - Cross-border program delayed at least 30 days
Washington,DC,USA -Land Line Magazine, by Jami Jones -May 1, 2007: -- Hot on the heels of a pair of announcements out of the Department of Transportation, it’s finally confirmed that the cross-border trucking program with Mexico won’t be starting for at least 30 days... The Federal Motor Carrier Safety Administration issued a notice and request for comments that was published in the Federal Register Tuesday, May 1. The notice gives a description of the cross-border program and gives the public until May 31 to comment... The launch of the program now hinges on the Mexican government’s readiness to open the border to U.S. motor carriers to haul freight into Mexico. When the Mexican government will be ready is not known... John Hill, FMCSA administrator, said he has not had direct conversations with the Mexican government, but said that the U.S. is assisting the Mexican government to speed up the opening of the border – now both to Mexican and U.S. motor carriers...

* Mexico - Sees full U.S. access for truckers in 2008
Mexico City,DF,MEX -Reuters/Washington Post (Washington,DC,USA) -2 May 2007: -- Mexican and U.S. cargo trucks will likely have unlimited access to highways in both countries from July 2008, ending a 25-year restriction on cross-border trade, the Mexican government said on Tuesday.
Mexican officials said 100 trucking companies chosen from each country would be able to roam freely from July 15 this year in a year-long program that should precede a full opening of the borders to freight haulers...
