San Antonio,TX,USA -The San Antonio Express, by Billy Calzada -News -10 April 2007: -- ... By 2000, the U.S.-Mexican border was supposed to be open to two-way, long-haul trucking. U.S. truckers were to be able to carry their cargoes into Mexico, and Mexican truckers were to be able to carry their cargoes into the United States, just as Canadian truckers do. Instead, Mexican trucks must currently transfer their cargoes to U.S. trucks within 20 miles of the border... The one-year test program proposed by the Bush administration would put inspectors from the U.S. Federal Motor Carrier Safety Administration on the other side of the border to perform safety audits on every Mexican truck bound for the United States. It would require long-haul Mexican trucks to meet the same safety standards as American trucks and Mexican drivers to obtain insurance from U.S.-licensed firms... But after a seven-year delay, the senators believe the White House is rushing through a test program that doesn't adequately address safety concerns. Their amendment would require public comment on the program, set to begin next month, which Congress could drag out indefinitely... In reality, Dorgan, Feinstein and Murray are acting on behalf of the Teamsters Union, which opposes the accord, and against the interests of American consumers and businesses... If the senators feel compelled to backtrack on free trade and maintain an inefficient distribution system, they should do so in the legislative light of day, not by tacking an obscure rider onto a war appropriation...
