TWIC Card * USA - Port's high-tech IDs are causing concern

Baltimore,MD,USA -Daily Record, by ANDY ROSEN -August 21, 2008: -- ... Randy Wright, a driver for Denver-based Seeger’s Truck Line Inc. who regularly hauls tractors and other heavy equipment between the port of Baltimore and Iowa, said he was going back empty this time. Before he hit the road, though, Wright stopped to sign up for a Transportation Worker Identification Credential, or TWIC, card... The new card, which typically costs $132.50, will be required for unescorted access to Baltimore’s public terminals Dec. 1... It will be phased in at ports around the country by April 2009, and will affect port employees, longshoremen, truck drivers and thousands of other people in maritime trades...A recent survey by private-terminal trade group the Baltimore Port Alliance found that out of about 700 long-distance drivers who stopped at three private terminals in the Port of Baltimore, 2 percent have TWIC cards. Of those who didn’t have a card, 10 percent said they knew what one was. And of the drivers who knew what a TWIC card was, half said they planned to get one... Rupert Denney, who heads the alliance, emphasized that the questions were not directed toward container drivers, many of whom make their living at ports. He said he is confident those drivers will register for TWIC cards. But he said the results for long-haul drivers were beyond what he thought they would be...
