‘Chevy Shake’ * USA

* Michigan - Mysterious, unfixable vibrations affecting GM pickup trucks

(Video by Mike Groesbeck - Sep 29, 2015: Many of the new 2014-2015 Silverado and Sierra trucks were built with faulty parts, which cause multiple issues, including vibrations)

-- GM engineers can’t seem to pinpoint the cause of a mysterious recurring issue in vehicles riding on GM’s K2XX platform, which includes its full-size trucks and SUVs, a problem that was referred to by one dealer as “The Chevy Shake” ...  Because GM can’t isolate the cause of the problem, a permanent fix has also been elusive... In total, there are 301 complaints on the NHTSA database concerning 2014 – 2015 Chevy Silverados and GMC Sierras, 31 of which are about the vibration, which equates to about 10 percent. There are no complaints regarding the 2016 model year trucks yet... Unless it is deemed a safety issue, GM is not obligated to recall the trucks. And the detailed information bulletin shows that the brand is working to correct the problem... But until the root cause of "the Chevy shake" can be pinpointed, owners of these pickup trucks will have to continue driving their vibrating pickups and deal with seemingly endless visits to the shop...

ISIS-Toyota relation * UK

* Dubai - Toyota: “We do not know how ISIS obtained Toyota trucks"

-- A major issue, which has been subjected into inquiries by a number of countries in the late 2015, regarding ISIS possessing Japanese Toyota vehicles raised questions on means of acquiring this great number of new cars by the terrorist organization... The US Treasury opened an investigation about ISIS’s use of large numbers of brand-new Toyota trucks... US counter-terror officials have asked Toyota, to help them determine how ISIS has managed to acquire the large number of Toyota pick-up trucks and SUVs seen prominently in the terror group’s propaganda videos in Iraq, Syria and Libya... Toyota said it does not know how ISIS obtained the vehicles and is “supporting” the inquiry led by the Terror Financing unit of the Treasury Department... Toyota has a “strict policy to not sell vehicles to potential purchasers who may use or modify them for paramilitary or terrorist activities,” Chief Representative of Toyota’s Middle East & North Africa Regional Office (MENARO), Takayuki Yoshitsugu told Asharq Al-Awsat in an interview... He said it is impossible for the company to track vehicles that have been stolen, or have been bought and re-sold by middlemen... Stories regarding Toyota-ISIS relation were numerous as some official US sources indicated that an Iraqi merchant is responsible for importing these trucks in the framework of exchanging them with large quantities of smuggled oil...

DAIMLER TRUCKS news * Germany

* North Rhine-Westphalia - Daimler builds on partnership with Zonar

-- Daimler Trucks North America (DTNA) and telematics company Zonar are building on their partnership and will be able to offer over-the-air engine programming beginning next year... The companies made the announcement at a global media event in Germany last week... “If you had to take your mobile device to the store for a few days while it got a software update, you wouldn’t be too happy,” said Matthew Pfaffenbach, head of telematics with DTNA... Parameters such as speed limiter settings will be programmable remotely without taking the truck into the shop. This will allow fleets to take measures such as reducing the top speed allowed when fuel prices increase...

ASHOK LEYLAND news * India: Military trucks

* Chennai - Ashok Leyland sticks to trusted truck in defence plans

-- Ashok Leyland is the largest supplier of logistics vehicles to the Indian Army. Close to 70,000 units of Stallion trucks—technically, medium-duty defence vehicles—are in use, serving in icy mountains and hot deserts... Ashok Leyland has restricted itself to supplying for the army, and that too mobility solutions where the company has core competence... Last week, Hinduja Group’s Ashok Leyland Defence Systems Ltd (ALDS) tied up with Lockheed Martin to develop combat vehicles for the Indian Army... The base platforms of Lockheed combat vehicles will be used to develop light specialist and light armoured multi-purpose vehicles for the Indian Army... With the Indian armed forces looking to modernize their armoured vehicle fleet, there could be more opportunities ahead. The company has plans to go up to 12x12 Super Stallion as a part of moving up...

TRUCKIES ON THE ROAD TO RUIN * Australia - Through a government decision

* South Australia - The Remuneration Tribunal wants to stop owner drivers

-- About 35,000 people, mostly men, drive their own long-haul trucks. They have borrowed about $15 billion from Australian banks and other financiers to fund their vehicles. Most of the loans are also secured on the family home... A government body — the Road Safety Remuneration Tribunal — has made decisions that are set not only to destroy the livelihood of most of them but force them to sell the family home... Tens of thousands of farmers around Australia rely on these efficient and safe road operators to get their produce to market and supply them with farming needs. These farmers are going to be forced to pay two and four times the present rate for transport as a result of arbitrary decisions by the same government body. It will wreck many farmers... Overall, Australian transport costs are set to rise by between 30 per cent and 40 per cent, which will boost inflation and make the Reserve Bank look differently at interest rate adjustments... The big winners are the large transport companies and the Transport Workers Union. A grateful TWU will pay a proportion of its windfall gains to the ALP, which will gain funding capacity not matched by any other political part ... The tribunal decided the best way to stop owner drivers from driving too long and taking drugs was to make them charge more for their services. But no such charging instructions were given companies using TWU employees, so they can undercut owner drivers... Grace Collier in The Weekend Australian blew the whistle on what was happening in her commentary “TWU can bring nation to its knees with ‘safe’ truckies rates”. She explained how “farmer Keith” now pays $175 for an owner driver to pick up a few head of cattle. After April 4, that owner driver is forced to charge $784 — and if he doesn’t charge $784, he can be prosecuted by the Fair Work Ombudsman and be fined up to $54,000... But if the farmer uses a company with employed drivers, then that operator has no such restrictions and can charge $175. That means Toll and its TWU drivers can pick up as much business as they want... My guess is large transport operators will use their entitlement to undercut small groups until they are driven out of business. Then prices will be increased to the levels allowed by the tribunal. Unless agriculture prices are booming farmers will not be able economically to transport their product to market once the full rates are charged... This elimination of owner drivers will be fairly quick — and as they are forced to sell their trucks the prices of vehicles will slump, so they will be bankrupted... The actual capital of many owner driver businesses is domestic homes, so they will be sold to cover the debt to the banks because of the fall in value of trucks. As the large operators begin to control the business owner drivers will be sent to the wall along with the small transport companies that co-ordinate them. Many of those are in South Australia...

BORDER SOLUTIONS * Turkmenistan

* Turkmenistan - Offers discount to Turkey for cargo transportation

-- Turkmenistan has made a 20-percent discount to Turkey for cargo transportation through the Caspian Sea... The Turkmen government made a decision on a discount on March 25. He earlier told Trend that Turkey can increase the cargo transportation with ro-ro vessels from Azerbaijan to Turkmenistan bypassing Iran.. As many as 1,582 trucks were sent to Central Asia from Turkey through Azerbaijan’s territory in January-February of 2016, or 7.3 times more than in the same period in 2015... Azerbaijan applied attractive transportation fees in late 2015 in an effort to become a major transport hub of the region. The country made a nearly 40-percent reduction in the transit cost of cargo transportations by large trucks to the Aktau and Turkmenbashi ports... The cost reduction for foreign carriers were made after simplification of transit procedures and reduction of tariffs for cargo transport, functioning to Kazakhstan’s Aktau port and Turkmenistan’s Turkmenbashi port... Also the Azerbaijan Caspian Shipping Company reduced tariffs by 20 percent in order to improve the attractiveness of maritime transportation of cars traveling from Turkey to Kazakhstan... Currently, Azerbaijan uses its location to provide transit of the Turkish goods to the countries of Central Asia, as Russia banned entrance of trucks from Turkey...

TRUCKERS SHORTAGE * USA

* New York - 'Without trucks, man, we're doomed'

-- Firms in Capital region of New York struggle to cope with driver shortage... Driving a truck is a good way to earn a living, but the living isn’t always good on the road... The reality of life along the interstate is a leading reason for a growing shortage of longhaul truck drivers, even as trucking firms maintain near-continual recruitment campaigns and offer lucrative incentives to attract and retain drivers... Starting wages are often more than $1,000 a week, and longhaul drivers with a high school diploma and a few years’ experience can earn $70,000 or more annually... Weighing against this is the time away from family, the endless roadside meals and the sleeping in the back of the truck...

DRIVERS SHORTAGE * Canada

* Quebec - More truck drivers needed in

-- Quebec's Trucking Association estimates 52,000 truckers will need to be hired across the province over the next four years... President Marc Cadieux believes the prices of transported goods such as food will increase with fewer trucks on the road. He tells the Journal de Montreal that baby-boomers form the bulk of Quebec truckers, and many have retired or are approaching retirement... Critics say the long hours and low pay make attracting new drivers difficult... The Conference Board of Canada indicates Quebec truck drivers make an average annual salary of 42 thousand 5 hundred dollars, and work 70 hours per week...

HOS EXEMPTION DENIED * USA

* DC - FMCSA denies HOS exemption request for truckers at natural gas, oil sites

-- Federal trucking regulators have denied American Trucking Associations’ hours-of-service exemption request that would have allowed truck drivers working at natural gas and oil sites to exclude waiting time from their calculations of on-duty time... Currently, only specially trained drivers of commercial motor vehicles that are constructed specifically to service oil- and natural-gas extraction sites may use the exemption.. ATA had proposed that the Federal Motor Carrier Safety Administration issue a limited two-year exemption to permit exclusion of such waiting time from drivers' 14-hour duty day when they have a proper place to rest... The trade federation had argued that trucks equipped with sleeper berths and on-site bunking or resting facilities would satisfy the “rest opportunity” standard... “ATA believes the proposed exemption would encourage these drivers to obtain quality rest at extraction sites and would provide an improved standard for state officials enforcing waiting-time requirements,” ATA said... However, FMCSA officials concluded that ATA did not demonstrate how the commercial vehicle operations under such an exemption “would achieve a level of safety equivalent to or greater than the level of safety obtained in the absence of the exemption”...

RETIRED TRUCKERS * USA: SIGNIFICANT CUTS IN PENSIONS

* Ohio - A "Pension  Rescue Plan" for members of the IBT

-- Retired truck driver John Fredritz’s pension could be cut by 53 percent, to $1,335 per month, as early as July. It is part of a “pension rescue plan” proposed by Central States Pension Fund for members of the International Brotherhood of Teamsters... But for Fredritz, 66, of Carey, and for others, it feels more like being thrown under the bus... Over 400,000 other pension members would see benefits reduced.. It is a particularly bitter pill for Fredritz and over 220,000 retirees who would lose 50 to 70 percent of their pensions... He and many others gave up years of pay increases, even took pay cuts, and contributed thousands of dollars from their pay each year toward their promised pensions. Today, many of them have little savings outside of their pension benefits and Social Security... Holden would lose 66 percent of the pension benefits he contributed to and was promised for 30 years... Too the Teamsters union no longer covers retiree health insurance. At 63, Holden still must wait a couple of years before being eligible for Medicare. Health insurance and health care are costing the Holdens heavily. “That’s where it’s hitting us hard,” he said... And the proposed pension cut would be devastating...

ELECTRONIC LOGGING DEVICES * USA: Small trucking

* New Jersey - Survey: Small truckers delaying switch to ELD

-- Most small trucking operations do not have electronic logging devices or ELDs or any type of on-board computer, and most don’t plan to purchase and install them until a December 2017 deadline draws much closer, according to a recent survey of more than 1,000 trucking operators... That won’t be reassuring to U.S. shippers that depend on small carriers for capacity. Such shippers say they are increasingly nervous that their trucking partners may not be ready to comply with a U.S. mandate requiring them to replace paper logbooks with ELDs late next year... An overwhelming majority, 84 percent, of the 1,300 trucking operators surveyed by load-matching and technology company Truckstop.com said they had yet to purchase or install any type of device that would electronically record a truck driver’s on-duty and off-duty hours of service... The majority of those surveyed operated one to five trucks, Truckstop.com said. Of the 16 percent that have purchased onboard computers for electronic logging, 67 percent said they have installed them in all of their trucks... Shippers aren’t waiting for 2017 to begin quizzing their trucking partners about how they will comply with the mandated switch from paper to electronic logs... The ELD mandate is expected to drive an as yet unknown number of truckers out of business, either because they can’t afford the devices, dislike being told they have to use them or simply can’t make money operating under legal restrictions that ELDs will make easier to enforce... But the truckers surveyed would be interested in other products as well, especially systems that incorporate electronic logging but offer a wide array of functions and low price point...

ANTITRUST RULING * USA: Paccar provisioned $945 million

* Washington - Paccar plans $945 million charge in European price-fixing probe

-- Preparing for a European Union antitrust ruling on truck-industry pricing, Paccar will take a $945 million charge against earnings... Paccar will book a $945 million provision in the first quarter as it prepares for a European Union antitrust ruling on truck-industry pricing... The Bellevue-based truck-maker’s DAF division, which is cooperating with the EU on the probe, has enough resources to fund a fine in the amount of the charge, the company said Thursday in a statement... The EU told heavy-vehicle manufacturers in November 2014 that it was looking into potential price-fixing issues, following up on an investigation started in January 2011... The commission has concerns that certain truck-makers may have agreed to or coordinated pricing in Europe, which would violate EU antitrust rules barring cartels and restrictive business practices... Volvo and Daimler have also set aside funds because of the investigations, while Volkswagen’s MAN division said in its 2015 annual report that it’s cooperating fully with authorities but hasn’t yet taken provisions...

DIRTIEST DIESEL TRUCKS * USA: VW it could be oblied to clean they ?

Should VW pay to retire the dirtiest diesel trucks for its cheating?

-- In the six months since the EPA revealed that Volkswagen used illegal "defeat device" software on TDI diesel cars, there have been many suggestions about how the company should pay for its deception... VW will of course have to recall all of the nearly 600,000 affected cars in the U.S. ... But on top of that, some have suggested that Volkswagen buy back at least some of the affected cars, or even be forced to build more electric cars as penance... Now, there's another idea: It comes from the Union of Concerned Scientists (UCS), which believes Volkswagen could be forced to fund programs that clean up the dirtiest diesel trucks... Instead of a "punishment" that would also help Volkswagen sell more cars, the UCS advocates using the company's money to fund environmental initiatives... It believes regulators should focus on heavy-duty trucks, because those are among the highest-polluting vehicles on the road... They account for a disproportionate amount of emissions, in part because they cover more mileage than passenger cars annually... The EPA has the authority to set up a Supplemental Environmental Project, which could funnel Volkswagen money into pollution-remediation projects, the UCS notes... This could be done along the lines of the Diesel Emissions Reductions Act, and help encourage replacing dirtier trucks or retrofitting them with emissions-reducing equipment... There could even be provisions for zero-emission trucks, notes the UCS...

MILITARY TRUCKMAKERS * USA: OSHKOSH

* Wiscosin - Oshkosh lands $677 million in orders for military trucks

-- Oshkosh Corp. has landed $677.1 million in new military business, including rebuilding hundreds of tactical trucks. It will include $433.3 million for refurbishing some of the Army's biggest armored trucks used in the war in Afghanistan... It also includes $243.8 million for 657 new Joint Light Tactical Vehicles, or JLTVs — which are replacing military Humvees — trailers and other products... Heavy trucks are the backbone of the Army's transportation system, hauling weapons, ammunition and supplies. Some of the trucks that saw action in Iraq and Afghanistan were more than 20 years old... Altogether, the work will support about 2,500 jobs at Oshkosh Corp., the Fox Valley's largest manufacturer, in addition to supporting hundreds of jobs at Oshkosh's suppliers... Many of the thousands of military trucks that Oshkosh has rebuilt in the past 20 years have seen the worst that combat can dish out. They've come back to the company with bent frames, mangled wheels and cabs riddled with bullet holes... The work for the U.S. Army will take place in Oshkosh between now and Dec. 1, 2024...

TRUCKERS' POST TRAUMATIC STRESS DISORDER * USA: A severe job-related trauma

* DC - PTSD in the driver’s seat

-- Long-haul trucking can leave workers vulnerable to a host of mental-health issues, but the demands of the job often mean they have trouble accessing care... Around a third of the 3.5 million truck drivers in the U.S. will be involved in a serious road accident at some point during their careers. That’s a lot of people—more than a million—experiencing potentially severe job-related trauma. In fact, long-haul truckers have some of the highest rates of injuries and illness of all occupations—which makes it all the more alarming that truckers often have a difficult time accessing mental-health services... No matter the cause, though, being involved in an accident can leave lasting mental scars. Being in a wreck—or even seeing one—can cause enough stress and anxiety to become a diagnosable mental illness, like acute stress disorder or post-traumatic stress disorder (PTSD)... The job of a trucker, in other words, can mean dealing with PTSD, regularly facing trauma triggers, and battling exhaustion through it all—without professional help to identify or manage these mental-health problems. This isn’t just dangerous to the truckers; it can be a safety hazard for anyone on the road. The most common symptoms of PTSD include difficulty sleeping, difficulty staying awake, panic attacks, and problems concentrating. If a number of American’s 3.5 million truckers have these symptoms, it’s a public-health issue for all drivers...

TRUCKING & TRUCKERS UNION * Australia - Call to review foreign drivers ban

* ACT - Trucking industry calls for licencing review

-- The Australian Trucking Association and the TWU – separately – have called for a review of truck driver licence training and assessment in their evidence at the Aspects of Road Safety in Australia Senate inquiry... ATA national manager government relations and policy Bill McKinley said there needed to be a commitment to consistent licencing outcomes in the trucking industry... The ATA also recommended reviewing the provisions that allow overseas licence holders to drive in Australia... The Transport Workers’ Union at the Senate inquiry called on state and federal governments to urgently close loopholes allowing untrained, illegal and exploited workers to drive trucks... The union made the call following an incident when a driver on a temporary visa was unable to reverse his over-sized truck out of Sydney’s M5 tunnel after trying to enter it in error... The TWU is calling for a national auditing, education and industrial rights fund paid into by all employers along the supply chain to address the problem...

TRUCK ACCIDENT * Japan - Tunnel pileup

* Long-haul truck driver in Hiroshima tunnel pileup ‘dozed off’ at wheel

-- A truck driver involved in last week’s fatal pileup inside a road tunnel in Hiroshima Prefecture has admitted to dozing off at the wheel, police said Wednesday... Narimichi Minami, 33, who was arrested Friday on suspicion of vehicle-related manslaughter, told investigators he was routinely exhausted in his job as a long-distance trucker... Minami swerved into the adjacent lane after losing control of his vehicle and crashing into cars in front of him. Two people were killed and about 70 others injured in the March 17 accident on the Sanyo Expressway in Higashihiroshima, which involved 12 vehicles... TRUCKING DEMAND * USA - Soared in February

* Virginia - Truck tonnage surged to a record high last month in an American Trucking Associations index

-- February was a good month for the trucking business, as tonnage rose to an all-time high and rates for truckload shipments ticked up slightly from a year ago. The American Trucking Associations’ seasonally-adjusted truck tonnage index rose 7.2% in February from a month earlier. At 144, the index was up 8.6% from February of 2015, and it dwarfed the previous all-time high of 134.7, notched in December. ATA’s chief economist attributed February’s strong volumes to shippers playing “catch-up” after winter storms in January held up some shipments. The ATA’s, Bob Costello, cautioned against reading too much into the steep rise. “If March is strong, then I’ll get more excited,” Mr. Costello said in a statement...

VOLVO TRUCKS RECALL * USA: To be placed OOS by inspectors

* DC - DOT says unrepaired recalled Volvos on road to be placed OOS by federal, state inspectors

-- On March 18, FMCSA issued an urgent safety bulletin advising operators and carriers of recalled vehicles to immediately contact Volvo Customer Support before continuing driving operations... The recall affects nearly 20,000 Class 8 motor vehicles, with nearly 16,000 affected trucks in the U.S. ... In what a spokesman said is an unprecedented move — have determined that vehicles subject to Volvo Trucks’ safety recall that have not already received the interim or permanent recall remedy repair specified by Volvo and are still operating are unsafe and should be immediately ordered out-of-service by federal and state roadside safety inspectors... On March 10 Volvo Trucks North America announced the recall of certain model year 2016-2017 VNL, VNX, and VNM trucks manufactured from May 11, 2015, through March 8, 2016. The trucks may have been manufactured without a roll pin on the steering shaft... If the roll pin is missing, the lower steering shaft may disconnect from the junction block. Also, the bolt connecting the upper steering shaft to the lower steering shaft may not have been properly tightened. Either condition can lead to separation of the steering shaft without warning, resulting in a complete loss of steering, which may lead to a crash... DOT officials say about half the vehicles have received temporary repairs or removed from the road thus far...

DANGEROUS HACKERS * USA: For the trucking industry

* Oregon - Cyber security firm warns of hacking dangers for vehicles’ wireless components

-- Cyber security company Tripwire reports that a new joint public service announcement from the FBI, DOT and NHTSA “lists wireless components of modern vehicles that can be vulnerable and the methods attackers could use to launch a real-life attack, similar to the one demonstrated last year in which researchers remotely seized control of a Jeep Cherokee” ... This follows last month’s news that Nissan's LEAF cars can be easily hacked, allowing their heating and air-conditioning systems to be hijacked... Lane Thames, Security Research and Software Development Engineer of Tripwire, provided the following comments: “... Another reason is actually due to how the computing ecosystem is moving from a mostly 'virtual' environment to a merged world where virtual things are interacting and controlling things in the world around us. Particularly, the IoT includes devices that are cyber-physical. A modern, Internet-connected car is a perfect example of a cyber-physical system. It is a thing that used to be based on pure physics, comprised of mechanical, electrical, and chemical systems... Now, these systems are controlled by onboard computers, and it might not be long before remote computer systems play a role in automotive control, especially with these systems being rapidly connected to the Internet. The point is that future technology (regardless of what we name it, i.e., IoT, etc.) will demand a holistic, cross-disciplinary approach for the design and implementation of cyber security and its interconnection with technology. This by and large does not exist today. Until this starts to happen, we will continue to hear about more and more technologies coming online and eventually becoming vulnerable to remote exploits” ...

CARRIERS COALITION * USA: Push pressure to stop DOT's SFD

* DC - Following pressure from trucking industry, lawmakers push back on FMCSA’s Safety Fitness rule

-- A group of 33 members of the U.S. House last week sent a letter to senior members of the House’s Appropriations Committee asking them to put a stop to the DOT’s Safety Fitness Determination (SFD) rulemaking (*). The 33 Representatives asked for a provision stating as much to be included in the coming drafts of the 2017 DOT funding bills... The ad-hoc carrier coalitions — which have included the Owner-Operator Independent Drivers Association, the Western States Trucking Association, the National Association of Small Trucking Companies, many state trucking associations and dozens of other trucking groups — argue the SFD rule violates the FAST Act’s CSA reform measures... The March 17 letter to top appropriators, likewise, argues the same, leaning heavily on the arguments made by the carrier groups’ letters. “Common sense dictates that FMCSA should complete the reforms to the CSA/SMS system before proceeding to a new method of evaluating safety fitness of carriers,” the letter states. “It is irresponsible and inconceivable that FMCSA would use the same data and analysis Congress said is faulty in a new safety fitness determination” ... The letter continues, “Incorporating misleading safety data and analysis into a new safety fitness determination will not provide the desired safety to the travelling public” ...
(*) The Federal Motor Carrier Safety Administration announced Jan. 15 a rulemaking proposal designed to update FMCSA’s safety rating methodology by integrating on-road safety data from inspections, along with the results of carrier investigations and crash reports, to determine a motor carrier’s overall safety fitness on a monthly updated basis.

MONSTER TRUCK * Russia: The "Burlak"

* Russia - 'Daredevils' to drive monster trucks to The North Pole

(Video from Автомобильная трансарктическая экспедиция - 14 Mar 2016: Russian truck for the Car Transarctic Expedition)

-- A team of eight self-proclaimed "daredevils" from Russia is hoping to be the first to drive to the geographic North Pole and back... The Car Transarctic Expedition has built a gigantic 6x6 vehicle for the task. The Burlak – a Russian word that describes someone who pulls cargo barges up rivers – is a self-contained vehicle with four beds that is also equipped with cooking facilities and a shower with a sauna. It was designed to give its occupants internal access to its engine and other components so that they can perform repairs without being subjected to the arctic elements... The monster truck is powered by a 3.0-liter diesel engine and combines parts from the BTR armored personnel carrier, Gaz 66 military cargo transporter, and Toyota Land Cruiser. Its low-pressure tires are five-and-a-half feet tall and over two feet wide. The aluminum-bodied creation can also float and has a propeller in the likely event that it encounters any breaks in the ice...

CARGO THEFTS * WORLDWIDE: A billionaire industry

(Video by unge klärt - Mar 4: Europol warns of new scam cargo theft. Romanian gangs of thieves are here to work with diminutive band members. The be plugged in transport crates, so which are then introduced between the regular charge with termsheet)

* China: Cargo theft rise from moving trucks

-- There has been a sharp increase in thefts from moving trucks in China, according to BSI's 2015 annual report on supply chain threats... This type of theft – which has also been encountered recently in Europe – are known as 'open sunroof thefts' because thieves in these incidents drive cars behind cargo trucks, jump on to the moving vehicles, cut a hole in the top of the soft-sided trailer, and toss cargo back to the car trailing behind... Moving truck thefts were most prominent in the southern province of Guangdong last year, although BSI also recorded moving incidents in Henan, Hubei, Jiangsu, Liaoning, and Shandong provinces. Examples occurring last year included the theft of $55,000-worth of pharmaceuticals and $40,000 in leather goods.

** India: The prevailing trend is towards more sophisticated cargo theft techniques.

-- These include the diversion of shipments to locations where the contents of a truck are removed – generally by cutting panels – whilst leaving customs seals intact. Thieves increasingly rely on corrupt supply chain employees to facilitate their crimes.

 *** Europe & South Africa

-- Other trends in cargo theft around the world include reductions in cargo thefts in some western European countries – including the Netherlands and the UK – while in South Africa robberies seem to be becoming increasingly violent. Last year, most of the incidents in South Africa “were believed to be perpetrated by current or former police or security officers, often involving highly sophisticated tactics to carry out very high-value thefts,” according to BSI.

 **** Latin America

-- Thefts have decreased in some countries - notably Colombia – and markedly increased in others such as Chile where on average three trucks are stolen every day... Meanwhile, in Argentina there has been a shift from targeting full-size trucks to smaller vehicles such as vans, which may mirror a slump in the Argentine economy, while an incident in Peru reveals the perils of relying too much on technology to thwart the thieves... Thieves stole a container loaded with $250,000 of electronics from the Port of Callao in Peru after reportedly using a falsified copy of a supposedly unforgeable electronic document that allowed them to pick up the container from the port...

MACK TRUCKS RECALL * USA

* Pennsylvania - Mack recalls trucks for driveshaft, steering issues

-- Mack Trucks is recalling certain model year 2012-2015 Granite, LR Pinnacle, TerraPro and Titan trucks for an issue involving a connection between the driveshaft and rear axle. The company is also recalling certain 2016 and 2017 Mack Granite and TerraPro trucks for a steering shaft problem... For the driveshaft recall, the number of trucks potentially involved is 20,741 vehicles manufactured from Sept. 1, 2011 to April 30, 2014 with a Mack proprietary axle. For trucks with the steering shaft issue, Mack is recalling 1,318 vehicles... In the affected vehicles, the cap nut that retains the interaxle driveshaft yoke to the rear axle input shaft may become loose. If the nut comes off, the yoke can separate from the axle input shaft and cause the driveshaft to disconnect. This can disable the vehicle and result in debris on the road, according to the NHTSA recall report... To remedy the problem, Mack will replace the cap nut and inspect the threads on the input shaft. If the threads are damaged, the input shaft will be replaced...
