These are vehicles for long distance haulage, transport and construction waste collection. They will be delivered over a period of two years, which runs until 2013. The company has ordered 200,000 such tyres this year, which is four times as many as last year. Customers can order via special hotline, and as part of the deal the tyres are fitted by the end of October, and summer tyres stored until the time comes for refitting them in the spring. The Kwik-Fit tyre order is worth around £20 million at retail prices...

It is an ongoing is part of the Freight Performance Measures (FPM) initiative sponsored by FHWA’s Office of Freight Management and Operations and operated by ATRI...  The “FPM” congestion monitoring effort combines anonymous truck GPS location information with sophisticated software applications and analysis techniques to assess the levels at which truck-based freight was affected by traffic congestion in 2010. The result is a clear documentation of system chokepoints, especially during peak travel times in urban locations...


* Texas - Congestion cost trucking $23 billion in 2010

College Station,TXS,USA -Fleet Owner, by Deborah Whistler -Oct 5, 2011: -- A new study by the Texas Transportation Institute (TTI) said that the cost of congestion to the U.S. trucking industry – measured as wasted fuel and delay – was $23 billion last year...  While trucks only account for 6% of the miles travelled in urban areas, they represent 26% of the total cost of congestion, according to the Urban Mobility Report 2011...  Trucks are a key element in the just-in-time (or lean) manufacturing process; these business models use efficient delivery timing of components to reduce the amount of inventory warehouse space. As a consequence, trucks become a mobile warehouse and if their arrival times are missed, production lines can be stopped, at a cost of many times the value of the truck delay times, the study pointed out... The report suggests other strategies to mitigate congestion issues for trucking may consist of regulatory changes, operating practices or changes in the operating hours of freight facilities, delivery schedules or manufacturing plants..

'Zero tolerance' * UK - Drink-drive limit for Northern Irish HGV drivers

Belfast,N.Ireland,UK -Road Transport, by Chris Druce -26 September 2011: -- Northern Ireland is set to introduce one of the most stringent drink-drive limits for commercial vehicle drivers within Europe...  Northern Ireland’s Department of the Environment has announced its intention to lower the blood alcohol limit to just 20mg/100 ml for all commercial vehicle drivers, effectively ushering in a zo tolerance policy for drink driving...  It comes as part of a move that will see the drink-drive limit for the general population reduced from its current 80mg to 50mg/100 ml, bringing it in line with the bulk of Continental Europe...  Under the changes young or inexperienced drivers will also be governed by the new 20mg limit, which is the current limit for drivers in Norway and Sweden ...  In mainland Britain the drink-drive limit remains 80mg/100 ml often likened to two medium strength pints of beer for the average adult...

Sydney,Australia -ATA/The Friday Facts -23 Sept 2011:  --  Trucking industry representatives met Federal Infrastructure and Transport Minister: Anthony Albanese yesterday to discuss the progress of the national truck laws... The delegation was led by ATA Chairman David Simon... David said the national truck law package had been split into two bills, with the first one now being considered by ministers. The second bill will be completed next year, with a statement of guiding principles to be agreed by early November... In line with the decision taken at last week’s ATA Council meeting, the delegation argued the following issues also needed to be addressed:

* the bills must provide a more effective access decision making framework;
* they must enhance NHVR’s power of direction and oversight regarding state agencies and police;
* the chain of responsibility and code of practice provisions must be corrected;
* they must enhance the governance of the NHVR;
* they must properly provide for the disallowance of regulations when the majority of parliaments agree; and
* the NHVR must be adequately resourced. Funds and resources should be transferred from government agencies, with cost savings transparently reported and passed back to industry.

* USA / California: Appeals Court Rejects L.A. Port’s Ban on Independent Truckers

Sacramento,CAL,USA -Transport Topics -27 Sep 2011: -- A federal appeals court Monday rejected a plan by the Port of Los Angeles to ban independent operators from drayage operations, giving American Trucking Associations a victory in a major point of its lawsuit challenging several points in the port’s clean trucks program...  The port’s plan required drayage drivers to be employees of licensed companies, rather than independent contractors...  The U.S. Ninth Circuit Court of Appeals, however, agreed with a lower court’s ruling that the port may impose requirements regarding drayage operator maintenance, financial capability, off-street parking and placarding...  While both the Port of Los Angeles and Port of Long Beach started with a concession approach, eliminating owner-operators, they took separate paths in 2009 when Long Beach settled with ATA and adopted a registration agreement...  Port officials said they have not yet made a decision on whether to appeal the case to the U.S. Supreme Court, a spokesman said following the ruling...


* Minnesota - Court enjoins Minnesota State Patrol from violating truckers’ rights

MINN,USA -Land Line, by Jami Jones -Sept. 21, 2011:  -- Truckers’ Constitutional rights came out the big winner in the judge’s final order in the OOIDA lawsuit against the Minnesota State Patrol and its so-called fatigue enforcement program... U.S. District Court, Judge Donovan W. Frank, issued his final order for declaratory relief, injunction and entry of judgment in favor of the Owner-Operator Independent Drivers Association (OOIDA) and its member plaintiff Stephen K. House. They filed the lawsuit against the Minnesota State Patrol and individual officers on May 13, 2009, on behalf of truck drivers placed out of service after members of the patrol consulted a checklist and arrived at the conclusion the drivers were “fatigued.” ... Judge Frank ruled on Jan. 28 in favor of truckers’ Fourth Amendment Rights and ruled that the OOIDA and House were entitled to declaratory and injunctive relief... Since an agreement was not reached, the order enjoins the state patrol from violating the Fourth Amendment Rights of House and members of OOIDA and from modifying the current General Order that governs the fatigue enforcement program...  However, the court’s order sets concrete limits on any fatigue enforcement actions conducted by the state patrol so as to protect truckers’ Constitutional rights...


* South Carolina - Ports Launch Clean-Truck Program

Leach -Sep 22, 2011: -- Part of larger effort to develop clean-truck program throughout the Southeast, the South Carolina State Ports Authority launched a voluntary program to help truck owners replace older trucks with newer, cleaner rigs on Thursday...  The Seaport Truck Air Cleanup Southeast program, or STACS, provides truck owners who are frequent port users a financial incentive to replace pre-1994 model trucks with 2004 or newer models...   While Charleston’s program is the first to launch in the region, the SCPA is working with the Coalition for Responsible Transportation and the Environmental Defense Fund to develop a regional truck program that would cover ports across the Southeast...  Eligible truck owners can get a $5,000 incentive, plus the scrap value of their pre-1994 truck, to use toward the purchase of a newer, cleaner truck...


* Ontario/Canada - Insurance industry must do better job of evolving with customer demands

Toronto,ONT,Canada -Truck News, by Lou Smyrlis -Sep 23, 2011: -- Canada's trucking insurance industry, besieged by slumping underwriting margins and low investment yields while forced to cover the cost of rising cargo theft, needs to evolve by looking from the outside in rather than from the inside out, Sylvie Wright, president and CEO of Northbridge Financial, told the 25th Annual Transportation Conference yesterday...  She pointed to the changing buying patterns as one strong indicator of the changes her industry must grapple with. Wright said 30% of insurance today is bought online. In the Quebec market it's as high as 50%...  At the same time, the number of insurance brokers has declined significantly. Whereas in the US there used to be 39,000 insurance brokers in 2000, there are only 19,000 today and it's expected there will be just 17,000 by 2015. Wright did not provide Canadian figures but said the trend is similar here...


* USA - Truckload turnover rises to three-year high in second quarter

Arlington,VA,USA -Truck News (CAN) -Sep 28, 2011:  --  The turnover rate for over-the-road truck drivers in the US rose to 79% in the second quarter, according to American Trucking Associations' latest Trucking Activity Report, marking the third quarter in a row of increased churn in the driver market...  The turnover rate for drivers at large truckload fleets rose four basis points from the first quarter's rate of 75%, pushing the rate to its highest point since the second quarter of 2008...  Turnover at small truckload companies and less-than-truckload fleets actually fell in the quarter, dropping to 47% from 50% for small TL firms and to 6% from 8% for LTLs...


* Texas - Central Texas highways first to get OK for 75 mph

The Texas Transportation Commission voted Thursday, Sept. 29, to authorize 75 mph speeds on four Central Texas highways... On Sept. 1, a Texas speed law took effect to eliminate the distinction between daytime and nighttime speeds, as well as slower speeds for trucks. All vehicles now are allowed to travel the same speed regardless of the time of day...

TRUCK SALES * USA - Light-vehicle sales continue rebound

Washington,DC,USA -Fleet Owner, by Sean Kilcarr -Sep 26, 2011: -- The retail sales rate for new light vehicles have taken a healthy bounce in September, reflecting a year-long strengthening trend in sales U.S. automakers, especially where light trucks are concerned...  According to data tracked by J.D. Power and Associates, September new-vehicle retail sales are projected to reach 842,400 units, representing a seasonally adjusted annualized rate (SAAR) of 10.3 million units – the first time the retail selling rate has crossed the 10-million unit threshold since April...  Total light-vehicle sales in September are expected to come in at 1,038,700 units, which is 9% higher than in September 2010, the firm noted, with fleet sales expected to be down 1% compared with last September, but accounting for 19% of total sales...  In particular, Detroit’s “Big Three” – Ford, Chrysler, and GM – have increased production by 16% year-to-date, while the Japanese manufacturers cut build rates by 8%, largely due to parts shortages from the earthquake and resulting tsunami that struck that nation back in March...  Given the relative strength of new light vehicle sales in September, J.D. Power is maintaining its forecast for total light-vehicle sales of 12.6 million units for 2011, a 9% increase from 2010, and 14.1 million units for 2012 – though the firm stressed that “a high level of uncertainty” remains concerning those projections...


* DC - Pent-up demand driving new-truck sales

Washington,DC,USA -Fleet Owner, by David Cullen -Sep 23, 2011: -- With an economy stubbornly stuck in slow-growth mode and motor carriers constrained from adding equipment by the return of the driver shortage, it is pent-up vehicle replacement demand that is causing medium- and heavy-duty trucks sales in the U.S. to continue galloping ahead... As of August, according to the latest data released by WardsAuto, the pace for U.S. sales of Class 4-8 trucks was running 54.2% ahead of last year. Last month, Class 4-8 OEMs sold 27,649 units—up from 17,238 units sold in the same period a year ago on a daily-selling rate basis. Sales also mounted in July by 31.2% and in June by 37.8%... All told, through August, medium- and heavy-duty truck sales totaled 189,840, which is 35.6% higher than the year-ago total of 139,996... Industry analyst Chris Brady, president of Commercial Motor Vehicle Consultants (CMVC), concurs with Slagle that replacement demand remains the key driver of truck sales right now...

ELECTRIC TRUCKS * USA - UPS adds 130 more hybrid-electric vehicles to fleet

Seattle,WASH,USA -Penton Media/Fleet Owner -Sep 22, 2011: -- UPS is deploying 130 hybrid-electric vehicles (HEV) to its U.S. fleet, bringing it to more 380 such vehicles. The package-delivery giant has more than 2,000 alternative-powered vehicles in its fleet... The vans are Freightliner Custom Chassis trucks with a hybrid power system from Eaton Corp. They will operate in California, New York, and New Jersey... UPS said it expects to save 58,371 gals. of fuel annually with this deployment, representing a 30% fuel economy savings, and reduce CO2 emissions by 592 metric tons... When combined with the 250 HEV delivery trucks already in operation, UPS expects to reduce fuel consumption by approximately 191,000 gal. a year and cut CO2 emissions by over 1,700 metric tons...


* Minnesota - Electric vehicle information and demo center being built

The center will showcase GE’s portfolio of electric vehicle solutions and allow customers to evaluate electric vehicles and other alternative fuel vehicles... The facility is expected to open in the spring of 2012, and will include a variety of electric cars and trucks from different manufacturers. GE experts will assist customers in analyzing vehicle performance, driver experiences, service requirements, and operational efficiencies... Alternative-powered vehicles from other energy sources will eventually be added, GE said... There will be an education center featuring classrooms for presentations, training, and discovery workshops as well as interactive displays; a solar carport and charging center that can charge up to 11 vehicles simultaneously; an experience center and showroom to help customers evaluate vehicles in a variety of configurations; and a private half-mile driving course that will allow customers to experience a variety of cars and trucks in different driving conditions. New York,NY,USA -Fleet Owner -Sep 22, 2011: -- Duane Reade, New York City’s largest drug-store chain with more than 250 locations, is deploying Smith Electric Vehicle’s Newton all-electric commercial trucks into its delivery fleet...  Duane Reade is the first retail pharmacy in the U.S. to employ all-electric commercial vehicles, Smith said...  The trucks will operate in heavy New York City traffic with frequent stopping and starting. The zero-emissions Newton can travel up to 100 mi. on a single charge while carrying a payload of 16,000 lbs...   The Newton also features a regenerative braking system that reduces wear on the brakes while restoring charge to the battery...

* Germany - Deutsche Post DHL to invest €750m in German parcel network

Bonn,Germany -eye for transport (UK) -Sep 16, 2011: -- Deutsche Post DHL has announced it will invest approximately €750m in the modernisation of its German-wide parcel network. Given the consistent growth in parcel volumes, the parcel business has already become an important pillar of the Mail division...  Mail order-business in Germany has seen consistently growing online sales figures, which serves as further confirmation of the potential of the internet and e-commerce...  In the future parcel centres will process 28,000, 40,000 and even 50,000 parcels per hour, depending on the location, compared to 20,000 parcels per hour at present. The changes will include technologies such as scanners that can read addresses on all six sides of a parcel, partially automated vehicle unloading and new sorting technology, which should further minimise the risk of damage...  In addition, other measures have already been taken, such as the deployment of 6,000 new parcel delivery vehicles and the redrawing of 650 parcel districts across Germany in an effort to improve the service quality...

If they can pull it off, it will mean the Cascadia’s fuel use will improve from 6.7 miles per gallon in 2010 to almost 8 mpg in 2015...  Freightliner says it’s already boosted the tractor’s mileage with aerodynamic fairings and expects to introduce more aerodynamic improvements as well as mechanical advances and things like switching to a 5W-30 engine oil...


* Illinois - Navistar announces plant closings

Warrenville,ILL,USA -Land Line Magazine -Sept 2011: -- After sitting unused for two years, Navistar says it’s permanently shutting down its plant in Chatham, Ontario, Canada, where as many a thousand workers used to make International trucks. It’s also closing a truck chassis plant in Union City, IN, USA, that employed 225 workers...  Navistar says it has enough production capability at other plants – in the U.S. and in Mexico – to pick up the slack...  The company and Canadian Auto Workers Union had a history of conflict at the Chatham plant, including a six-week strike in 2002. At the time, Navistar threatened to move the Chatham work to Mexico but changed its mind after workers made concessions and the government provided subsidies...


* Virginia - Volvo goes for better mpg, sweet spot


VIR,USA -Land Line Magazine - Sept 2011: -- Volvo says its new powertrain, the XE-13, will improve fuel efficiency by 3 percent or more in its VN series trucks. A Volvo press release says the system produces a low-rpm cruising speed while increasing torque. The company says the result is that the engine runs at its ‘”sweet spot” at all speeds...


* Wiscosin - Oshkosh Corp., union at odds over contract. Strike possible if deal not reached by Friday night

Oshkosh,WIS,USA -The Journal Sentinel, by Rick Barrett -Sept. 26, 2011: -- As Congress weighs billions of dollars in defense spending cuts, there's a standoff at Oshkosh Corp., where the military-truck maker and its labor union are in contract negotiations affecting thousands of jobs... The standoff comes as Congress has agreed to cut military spending by $350 billion over the next 10 years. The defense budget will automatically be cut by another $500 billion over that period if lawmakers fail to reach a deficit-cutting deal by November... A short-term strike would not rattle the military too much, according to Hasik. But an extended walkout could jeopardize Oshkosh's defense contracts...

TRUCKS SALES * USA - Report: Commercial vehicle orders hold up in August despite economic reports

Columbus,IND,USA -Truck News (CAN) -Sep 20, 2011:  --   Commercial vehicle orders held up reasonably well in August despite a surge of bad news about the economy that led to a collapse in consumer confidence, according to ACT Reseach Co...   ACT's updated status of the North America commercial vehicle market was included in its State of the Industry report, which covers Class 5 through 8 vehicles...  "The events that caused confidence to wane are still in play and are likely to haunt the economy in coming quarters," said Kenny Vieth, president and senior analyst at ACT. "However, there was not any perceptible impact on the front-end of the commercial vehicle demand continuum. Medium-duty and heavy-duty vehicle orders rose above expectations during the month and cancellations remained modest" ...

Given Iveco's relative small size in Europe, analysts have speculated about an eventual purchase by a bigger rival such as Daimler AG... With the new Daily, Iveco aims to increase sales of the vehicle in Europe to 100,000 units a year for a market share of 15%. At the moment, annual sales range between 75,000 and 80,000 units. Iveco, which is based in Turin along with Fiat SpA, starts rolling out the new Daily this month.. Although Iveco has a presence in Europe, Brazil and China, it has yet to enter the U.S., a huge market for van and trucks. Altavilla said Iveco is discussing the possibility with Chrysler Group LLC, adding that the new Daily is already U.S. compliant...

* Germany - Daimler Forecasts Truck Sales Growth With Orders Into Next Year

Daimler currently owns 15 percent of the Russian truckmaker...  Daimler expects to win final approval from the Chinese government to start a joint venture with Beiqi Foton Motor Co. by the end of this year. Cooperation with Beiqi Foton may allow the truckmaker to build over 100,000 of the Auman truck per year, he said...


* Belgium - Volkswagen to gain EU okay for MAN buy - sources

Shanghai,SH,China -AFP -27 Sept 2011:  --  German auto maker Daimler said Monday it had received Chinese government approval for a truck joint venture, as the world's vehicle makers look to China for growth amid a global economic slump...  Daimler Truck, a unit of the German company, would hold a 50 percent stake in the venture, which would have annual production capacity of 160,000 trucks, Daimler said in a statement...  The Chinese partner in the joint venture, Beijing-based Foton Motors, is a key player in China's truck market, selling 105,000 vehicles last year. Foton is a unit of industry giant Beijing Automotive Industry Corporation...  The deal will give Daimler a 50 percent stake in Foton's medium- and heavy-truck business, the statement said...  The joint venture would also move towards localised production of a truck engine developed by Mercedes-Benz...


* China - Car makers pushed to build abroad

Beijing,China -China Daily, by Li Fangfang and Ding Qingfen -20 Sept 2011: -- Brazil's import substitution policy in the vehicle sector will put pressure on Chinese auto exports, but it will also help accelerate their decision to establish local manufacturing in order to gain a stable foothold in the world's fifth-biggest auto market... In a move to replace imports with domestically made vehicles, Brazil's government said on Sept 16 that taxes on imported cars and trucks and those that fail to meet localization rates of 65 percent will be raised by 30 percentage points... The move, which will remain in effect until December 2020, will increase Brazil's industrial product tax on cars by between 7 and 25 percent, depending on engine size, to as much as 55 percent...  According to Fenabrave, the Brazilian car dealers association, Chinese automakers now control 3.29 percent of the country's car sales, up from close to 0 percent in April 2010. In the first eight months of this year, Chinese automakers sold more than 43,000 vehicles in Brazil, where 2.6 million passenger cars were sold last year... The consultancy IHS Automotive forecasts that by 2015, passenger car sales in Brazil will have risen by 33 percent, and by 2020, passenger car sales are likely to have increased to more than 4.5 million units, offering more growth potential amid slowing growth rates in China... Since last year, a number of Chinese automakers have begun taking advantage of the favorable trade agreements between Brazil and China, which became Brazil's largest trading partner in 2009. Brazil is being targeted because it is the largest market in the region and offers high-volume sales, combined with a large established auto-making industry and parts suppliers...


* Sweden - Scania Sales Chief Sees Firm Truck Demand in Shaky Economy

* China - Great Wall Motor May Raise Up to Billions in Shanghai Share Sales

* USA - Terminal Truck Maker Expands Distribution Network

Capacity’s expansion is another sign that freight demand remains solid, despite slow economic growth. Trucking companies reported steady demand in August...  Capacity builds several lines of terminal tractors for off-highway and highway use in ports, rail yards, warehouses and distribution centers. * USA - Truck Maker Hino to Resume Full Production at W.Va. Plant

Hino Motors Manufacturing USA is preparing to resume full production at its West Virginia plant following a cutback caused by a parts shortage... Sandy Ring with Hino's home office in Michigan says that production will increase to four days a week in October and then five days in November... Hino cut the plant's production and work week after the March earthquake and tsunami in Japan created a parts shortage...


* Japan - Isuzu eyes truck plan with China partner

Tokyo,Japan -AFP -24 Sept 2011: -- Isuzu Motors will develop large trucks with its Chinese partner, as Japanese truckmakers shift their to focus more towards growing markets in the rest of Asia, according to a report...  The new project will involve Qingling Motors (Group) Co, the Chinese firm that Isuzu works with to produce light and midsize trucks, the Nikkei business daily said on Friday...  The new trucks, which will evolve from Isuzu's heavy-duty Giga series, are expected to go on sale in China and Japan around 2015, it added...  It said the Chinese market for large trucks stands at more than one million units a year, compared with roughly 30,000 in Japan...  The new vehicles will be assembled at a production line to be set up at Isuzu's Chinese joint venture plant...


* China - Chinese autos struggle for localization in Thailand

Chen Rongyu, chairman of DFM Minitruck Thailand, told Xinhua that the assembly factory, a joint venture developed by his company and the Chinese parent company Dong Feng Motor, would run into operation next month and reach full capacity in the coming six months... By then, the production of Dongfeng XiaoKang, now a well-known minitruck model in Thailand, will upgrade from Semi Knock Down ( SKD) to Completely Knock Down (CKD), given at least 40% of its assembling process will be transferred to Thailand...
