FUEL COST CRISIS * UK - Truckers take fuel fight to London

Peterborough,UK -The Peterborough Evening Telegraph -30 April 2008: -- Lorry horns blared out as truckers lapped up public support during their protest against record-high fuel cost increases... About 70 vehicles converged on the centre of London as drivers voiced their anger at a 30 per cent rise in diesel pump prices in the last 12 months... The main focal point of the protest was the presentation of a symbolic coffin to Derek Wyatt, Labour MP for the Kent constituency of Sittingbourne and Sheppey... The protestors said the coffin represented the hundreds of hauliers who had gone bankrupt due to high prices at the pump... Joe Cook, of JS Cook and Sons Transport, based in Moulton Chapel, near Spalding, draped a Union Flag over the coffin before presenting it outside the Houses of Parliament, he said: "The price of fuel at the moment is ridiculous. We just don't know whether our jobs are going to be safe. If Gordon Brown doesn't do something about this soon, he'll be out of office"... The independent inquiry into the effect of fuel taxation found that the level of diesel duty in the UK was higher than the average EU rate. Typical articulated vehicles now cost up to £1,000 to refuel every week... Supporting the protest in London was Road Haulage Association chief executive Roger King, who urged the Government to abandon plans to raise fuel duty by 2p next October... Mr King said: "We support a peaceful and legal protest, and that is what this is. We think such an exercise helps underscore the real feelings hauliers have. The United States needs to spend $170 billion more each year on transportation infrastructure to avoid a crisis in the next decade, according to a new study

That money could come from higher fuel taxes, private sector investment, tolls and congestion pricing, the Urban Land Institute said in a report... The group cited last year’s interstate highway bridge collapse in Minnesota and the 2005 infrastructure failures after Hurricane Katrina of examples of why the country needs to boost spending now... The comments reflect growing concern over the nation's aging road and rail network, even as a bill signed into law in 2005 allocated $286.5 billion for spending on highways and transit over six years... USA -Transport Topics -30 April 2008: -- Diesel engine maker Cummins Inc.’s first-quarter profit jumped 33% to $190 million, or 97 cents a share, from $143 million, or 71 cents, a year ago... Sales rose 23% to $3.47 billion, the company said Wednesday... Sales growth was led by the engine segment, its largest unit. Heavy-duty and medium-duty truck engine shipments increased 36% and 68%, respectively, primarily due to increased market share in North America, the company said in a statement... Through February, the latest month for which statistics are available, Cummins said it owned a market-leading share of 43% of the North American Class 8 truck engine market, compared to 28 percent at the same time last year...

* Lawmakers want oil market to be free from manipulation

Washington,DC,USA -Land Line Magazine -April 29, 2008: -- Looking past the current prices at the pump, lawmakers pressed the president and the U.S. attorney general to form a task force to make sure oil markets aren’t being illegally manipulated... Sen. Maria Cantwell, D-WA, and Rep. Jay Inslee, D-WA, pointed out in letters to the president and attorney general that the price of oil and gas can no longer be explained or predicted by “normal market dynamics or their historic understanding of supply and demand fundamentals.”... The pair reminded the president and the attorney general that an official from Exxon Mobil testified under oath in a congressional hearing that the price of crude oil should be about $50 to $55 per barrel based on supply and demand fundamentals. Yet, oil is trading well above the $100 per barrel mark with little relief in sight... The Energy Independence and Security Act of 2007 gave the FTC authority similar to anti-manipulation authority utilized by the Securities and Exchange Commission and the Federal Energy Regulatory Commission. The provision also empowers the FTC to levy civil penalties of up to $1 million per day... “Utilized effectively, we believe this new authority will substantially augment consumer protections, help lower and stabilize prices, increase market transparency, and provide drivers the confidence that retail gasoline and diesel prices are free from the influence of anticompetitive practices and the exercise of market power, which might rightly be considered manipulation,” the senators wrote...


* Bush blames Congress for oil prices; OPEC says crude may hit $200

Washington,DC,USA -Land Line Magazine -April 29, 2008: -- President George W. Bush blamed congressional Democrats Tuesday, April 29, for high oil prices and renewed his call for drilling in the Arctic National Wildlife Reserve in Alaska... Meanwhile, Big Oil continues to post record profits. For the first quarter of this year, BP Amoco LLC made $6.6 billion in profits. In the same 90-day period, Shell Oil Co. hauled in $7.8 billion in profits... On the other side of the globe, the president of OPEC warned this week that the price of oil could go to $200 per barrel. The Financial Times quoted Algeria’s oil minister as saying the recent run-up in price is largely due to the current weakness of the U.S. dollar... He said that every time the dollar drops in value by 1 percent, the price of a barrel of oil goes up by $4. On Tuesday, April 29, oil was trading around $117 per barrel in New York at midday...



* Truckers See $4 Gas In Rearview

Omaha,Neb,USA -KETV 7 Nebraska -April 30, 2008: -- As analysts warn that $4 gas isn't far off, diesel truck drivers already see that price in their rearview mirrors... Many of the companies or drivers that operate semi-trailer trucks are going bankrupt, and that could mean future shortages on store shelves... Driver Virginia Smallwood said $4.15 per gallon prices are taking a bite out of her income... "(It's) more than tough times," the independent driver said... President of the Nebraska Trucking Association Larry Johnson said 945 trucking companies nationwide have gone bankrupt since the beginning of the year, and all companies are looking for ways to save money...

Already eclipsing the $4 a gallon mark at the pump, diesel fuel costs are projected to go even higher... In Topeka on Tuesday, diesel fuel was $4.19 a gallon and unleaded gasoline was $3.57 a gallon at the downtown BP station, 601 S.W. Quincy. Similar prices could be found at other service stations across town... Crude oil prices have risen from $65 per barrel a year ago to nearly $119 per barrel on Monday... The biggest hit is being felt by those who use diesel fuel for their day-to-day operations: truck drivers, farmers and school districts with buses, to name a few... * Truck drivers honk for change

Albany,NY,USA -WALB New, by Len kIESEs-- April 28, 2008: -- ... It was a symphony of horns in Washington, D.C. as truckers let out their frustrations. Signs showed their frustrations also. Those sentiments are reflected all over the United States... Trucker Johnnie Gibson is an owner operator from Florida. He travels as far as Pennsylvania and New York. With these diesel prices, his operating costs have gone up at least $25,000 in less than a year... So they circled the National Mall in D.C. before parking their trucks and walking to protest... "They got some attention and that's a start," said trucker Tommy Pate. It's a start to stop high diesel prices that are well over the $4.00 mark already... The afternoon hours were spent rallying for something to change. "Just to show people that we are another world out here and we actually care about what happens to everybody, not just us, but everybody," said Pate... Protestors say they want Congress to stop subsidizing big oil companies. They're also requesting that oil be released from the Strategic Petroleum Reserves to increase supply and bring prices down... You may say that's bad for the truck drivers but what does it have to do with me? Well, when truckers pay more for gas, the prices you pay for many of the goods they deliver also go up...

New York,NY,USA -Associated Press/CNNMoney -April 29, 2008: -- Fewer truck drivers than expected showed up for a rally against high fuel prices on Monday, but an organizer said many decided not to attend because they couldn't afford the diesel... "That's the whole point," said organizer Brian Frahm of Fort Pierre... He said he was disappointed in the turnout, but he believed the group was succeeding in getting its message out... Frahm said the federal government must work with the trucking industry and others to find solutions. He said the U.S. should reduce its reliance on foreign oil, and tax breaks given to big oil companies should instead be used to help small businesses deal with economic problems...

Washington,DC,USA -The Detroit News -30 April 2008: -- Ford Motor Co. is recalling 65,000 F-Series Super Duty pickups, to strengthen the fuel tank mounting to prevent a gasoline leak in a head-on crash... The recall covers some 2008 F-250 and F-350 trucks, Ford said on the National Highway Traffic Safety Administration Web site. Ford dealers will add a bracket to help secure the fuel tank, at no charge. The tank can move forward in a front-impact crash of 30 miles per hour, spilling fuel that could ignite, the automaker wrote...

Some of those documents detail contacts between White House and EPA press officials... Automakers say the waiver would cost billions and force them to stop selling most vehicles in those states. The California standards would set fuel efficiency requirements of 43.7 miles per gallon for passenger cars and 26.6 mpg for most light trucks...

That's the mantra that prompted Aklavik-born Adele Campbell to open her own trucking company in Inuvik, despite her complete lack of experience in the industry... Campbell was working as an accountant for Weitzel's Construction four years ago when the company was constantly hampered by late or missing deliveries of construction materials... Qilamik Industries Ltd. - Qilamik meaning "speedy" in Inuvialuktun - began as a pilot project in 2004, supplying only Weitzel's Construction... But Campbell needed to expand her business in order to keep her operation afloat and began seeking other Inuvik customers... When Qilamik got started, it began with one truck and one trailer, making one voyage a week. Today the company makes between five and seven treks a week employing a total of five people, including Campbell. It still owns one truck, but leases nine others... Grain Valley,Mo,USA -Truck Net, by Craig Zwiener -April 25, 2008: -- Small business truckers across America are praising legislation introduced today by U.S. Senators Olympia Snowe (R-Maine) and Sherrod Brown (D-Ohio) that will protect shippers, truckers and consumers from being exploited by unscrupulous supply chain middlemen in the trucking industry. The “Truthful Reliable Understanding of Consumer Costs” act or TRUCC Act will require that 100 percent of fuel surcharges levied on shipping customers be passed through to whoever actually pays for the fuel to haul the shipper’s goods – in most cases, that’s truckers... Independent, small business truckers seldom deal directly with shipping customers. Most of the freight loads they haul are acquired through third-party logistics companies or through larger trucking companies they are leased to as independent contractors. Mid-size trucking firms often have contracts with shippers for “front hauls,” but depend entirely on brokers for “back hauls.”... Small and mid-sized trucking firms that comprise the vast majority of the trucking industry have been particularly hard hit by record high diesel prices...

Henry VanSteenbergen began in the industry as a youth with his father's company, Western Alberta Produce... In the mid-1980s, VanSteenbergen and his father discussed succession, but in 1987, Lilydale Inc. made a generous offer which the younger VanSteenbergen couldn't resist... After the sale went through, VanSteenbergen worked for Lilydale, but eventually bought Legal Transport, a one-truck operation that hauled eggs for Lilydale. He changed the name to Legal Freight Services and in just over 17 years, grew the company to 50 tractors and trailers...

FUELS COST COMMENTS * USA - The Real Politics of Fuel Economy

Here's the real deal!

Washington,DC,USA -The Washington Post, by Warren Brown -April 27, 2008: -- Politics involves the art of turning necessity into virtue, of transforming the inevitable into noble action, all the while concealing darker and more troubling truths... Both the car companies and the politicians are worried about the rapid rise in U.S. fuel prices. The car companies are looking at decreased sales, especially of big trucks. The politicians, especially the Republicans who were in power when the national economy went south and gasoline prices went north, are worried about lost votes... The car companies and the politicians, especially the Republican politicians, have had many private chats lately. And from those conversations, both sides concluded that there was something to be gained from doing something seemingly bold and meaningful... For the car companies, it was a no-brainer. It costs hundreds of millions of dollars to get the smallest increases in fuel-efficiency and to do so in vehicles that also meet federal safety standards. Any company spending that kind of money wants to spend it only once, as opposed to spending it several times to meet competing state fuel-economy and clean-air rules... According to industry sources, who naturally requested anonymity, the Bush administration assured the car companies that it would continue opposing the California-inspired, state-by-state approach to fuel-economy and clean-air regulation in return for industry support of a more aggressive implementation of the new federal fuel economy standards... The administration needed to look like it actually was doing something to combat higher fuel prices, a strategy thwarted by its recently failed attempts to get the Organization of the Petroleum Exporting Countries to increase oil production to help offset rapidly growing global demand... Getting the car companies to accelerate the development of fuel-saving technology, which they were doing anyway in response to changing market conditions, gave the administration something to brag about... Left publicly unsaid in all of that behind-the-scenes dealing is something the car companies, politicians and consumer advocates all know to be true: It will cost a heck of a lot more for vehicle owners in America to operate their cars and trucks in the future. Someone is going to have to pay for all of those improvements in fuel economy. And gasoline prices in the United States, now as high as $4 per gallon for regular unleaded in some parts of the country, are likely to rise even without the imposition of higher federal fuel taxes... The laws of supply and demand are pushing up prices. Politicians and others might believe that they can find a villain manipulating fuel pricing structures to corporate advantage. They might find one or two... But the real reason for the price hikes can be found in the rapid growth of automobile markets in places such as Russia, China, India and Kazakhstan. Most of those new Ford Focus models running around the streets of St. Petersburg operate on gasoline or diesel... Car companies doing business in the United States are willing to accelerate implementation of fuel-saving technology because they have no choice, just as they had no choice other than to put such technology in their European, Asian, African and South American markets. When it comes to cars and fuel price and availability, the United States, slowly but surely, is becoming like the rest of the world...

More than 6,300 miles of streets, highways and tunnels have been built in this hilly western Chinese city in the last decade. The improvements are testament to the impressive infrastructure supporting the nation's booming economy... But as fast as construction workers build the roads, the concrete and asphalt is being destroyed - carved up by a chronic assault from overloaded trucks. The result is 24-hour construction zones and trouble for the environment, the economy and the people living near the highways and byways... Along a one-mile stretch of a Yangtze River estuary here, construction workers come for weeks at a time, over and over, repaving the same road that is damaged by 60- to 120-ton trucks brimming with coal, cement and other materials... Residents of Tianming village say they are subjected to constant dust, pounding noise and traffic jams... Analysts have estimated that overloaded trucks cause direct economic losses of almost $4 billion a year, but that doesn't measure damage to the environment, lost time on traffic-congested streets and the accidents caused by or made worse by overloaded trucks... Liu Long, owner of Yu Long Transportation in Anhui province west of Shanghai, says he knows overloading is fraught with danger... "In the beginning, I strictly obeyed the load limits," said Liu, who operates 10 trucks that typically transport construction materials and other commodities. "But I found myself losing money. . . . "Everything is more expensive: oil, salary for drivers," he said. "What can I do? I cannot lift my price. I have to follow everyone else."...

Sweden -Commercial Truck Trader (USA) -April 27, 2008: -- The inside of a truck cab offers more electronics and gadgets than ever before. A trucker can monitor how his truck and engine are performing and GPS mapping to stay on the right route... All those dials and readouts can be a distraction as well, taking the focus of a driver off the road... Volvo recently conducted a study of commercial vehicle drivers to improve traffic safety. Researchers wanted to know how drivers handle safety systems and information systems while driving... Almost 200 researchers from throughout Europe, experts in the motoring industry and representatives of the EU were on hand when the results of four years’ research were presented... “We know that the human factor is a contributory cause in at least 90 percent of all traffic accidents. If we can provide technology that adapts support systems to suit the individual driver and the current traffic situation, many accidents would be able to be avoided”... Taken individually, they offer many benefits as regards traffic safety and productivity, for instance, but the driver does risk being over-burdened by too much information. Especially bearing in mind that many drivers also have their mobile phones and perhaps also a GPS navigator in the vehicle... The challenge is to integrate all the support systems into the driver’s environment so that they help the driver in the best possible way at the right time, and do not risk disrupting him in situations where the traffic demands all his attention...

Melbourne,Victoria,Australia -The Age, by Philip Hopkins -April 28, 2008: -- With the amount of freight in Melbourne expected to grow dramatically in the next decade, the Eddington report has urged building a dedicated freight rail line - even a freight tunnel - and the use of more productive and safer trucks to avoid congestion... Two key recommendations from Sir Rod Eddington's Investing in Transport report - the 17-kilometre rail tunnel between Caulfield and Footscray, and the 18-kilometre road tunnel linking the eastern and western suburbs - form part of its potential solutions for freight. Congestion slows freight traffic, creating increased costs for business and undermining economic efficiency... The tunnels, at a cost of $18 billion, would be built over 10 to 15 years. Eddington regards the east-west road tunnel as an alternative to the West Gate Bridge, where congestion is crippling efficient road freight. Local Government and Housing Minister, Sylvia Masebo said the vehicles are meant to help the councils effectively carry out the Keep Zambia Clean and Health programme... Ms Masebo said the trucks will enable local authorities collect garbage in their respective localities... She was speaking in Lusaka today when she handed over 60 Yuejin light trucks to 36 district councils...

London,UK -MarketWatch (CAL,USA), by Steve Goldstein -April 29, 2008: -- Daimler's first-quarter profit dropped 32%, hurt by a poor performance from its truck-making unit, the residual pain from its remaining Chrysler stake and the year-earlier sale of part of its stake in the owner of Airbus, financial results showed Tuesday... Daimler said profit fell to 1.33 billion euros ($2.07 billion) from 1.97 billion euros during the year-earlier quarter... Revenue rose to 23.5 billion euros from 23.4 billion euros, or up 4% on a comparable basis... Earnings before interest and tax dropped 40% to 1.98 billion euros, when during the year-earlier quarter it made 1.56 billion euros as a result of disposing part of its stake in EADS, the parent of European aerospace giant Airbus... Daimler said it expected moderate growth in the European commercial vehicles market this year... Rival truckmakers Volvo, MAN and Scania have seen demand in Europe come off last year's high levels but have full order books...

Vehicles from across the south east region are believed to be taking part in the demonstration which started this morning at the Medway Services on the M2 in Kent... It will end with a rally in Park Lane, central London, and haulage company representatives will speak about problems in the industry from around 11.30am... Members of protest group TransAction 2007 will then give a letter about the industry's problems to the Sittingbourne and Sheppey MP, Derek Wyatt... Protestors are angry that the price of diesel at the pumps has surged by 30 per cent... Mike Presneill, one of the protest organisers said: "Our industry is the lifeblood of the UK economy. Fuel is rising on a daily basis. It is now at levels that are bankrupting hundreds of small and medium-sized haulage companies. These are the companies that have been built up through hard work often over generations... "To add insult to injury, foreign hauliers are arriving in the UK full to the brim with cheaper fuel and undercutting our rates. The roads will need to be fixed, and the money will come from somewhere, most likely a raise in licensing for commercial vehicles, which means that more money out of the truckers already slim bank accounts. Perhaps the answer is to cut back all pork spending on the federal level, so at the end of the year, all citizens would have a little money left over to pay for fuel...

"The high price for oil is hurting our economy," said Mark Kirsch, a trucker from Myerstown, Pa., who helped organize the rally. "It's hurting middle-class people."... According to WGAL, organizers pointed out that each trucker would spend $500 to $550 in fuel alone to make the trip, not to mention about $1,200 to $3,000 in lost time and wages... Ironically, another protest scheduled for today, in Pierre, S.D., drew only about a dozen trucks instead of the hundreds that were expected - because high fuel costs kept them from making the trip. According to the Associated Press, many truck drivers decided not to attend because they could not afford to buy fuel for the trip. Reed Boardall Group, one of the UK's largest temperature controlled fleets, delivering goods worth around £10m has just carried out a major fleet replacement programme that includes 62 new trailers and 40 new MAN tractors... Of the trailers, 50 are single deck with a 26-pallet capacity while the remaining 12 are 40-pallet double-deck trailers with lifting decks – a concept which Reed Boardall pioneered with Gray & Adams nearly ten years ago. All the trailers have the new fuel-efficient Carrier fridge units. But by far the most interesting bit is that on top of the sloping aerodynamic roof there's a clever little solar panel to charge the lifting deck battery.... “The solar panels are photovoltaic,” Denzil Cooke, Reed Boardall’s compliance manager tells me... Actually I seem to recall that Sainsbury developed a reefer trailer where the whole roof area was made up of solar panels...

A company called Shorepower Technologies has installed 32 operational electrical ports, but won’t start charging for them until certain tests are complete. Jubitz fuel manager Lee Pederson said, in the meantime, the service is free. The company is expanding to other sites in Oregon and Washington as well... Eventually, 160 electricity-powered parking spaces will be provided at truck stops along Oregon’s Interstate 5 corridor...The truckers will be charged about a dollar an hour for electricity...

Adam Whitney of Cummins helped the Minister set a truck's speed limiter to 105 km/h using a laptop connected to the truck's ECM... Minister Bradley then fielded some questions from the press and voiced his optimism that the bill would be passed by the Legislature... He also suggested Quebec may soon join Ontario in finally enacting its own speed limiter law, which is already on the books but not yet enforced... When asked how the province plans to enforce the law and ensure the system is tamper-proof, Bradley said: "MTO personnel will be trained in how to detect anyone who's been tampering, as will police services – the OPP. That training will take place and any equipment they need will be purchased so they can detect any tampering. And of course, there will be significant penalties that would go with that."... In a report from the Telegraph-Journal, APTA director Peter Nelson said that the four Atlantic provinces could consider easing diesel fuel taxes. Her husband has been a truck driver for 30 years and, like many in the industry, he’s slowing down to save on escalating fuel prices... More and more, Humberger hears truckers who come into the truck plaza talk about slowing down to save on fuel... Mike Westmoreland is one “I keep it down to at least 65,” said Westmoreland, a Fort Wayne resident and independent trucker... Westmoreland took his truck off the road for a while but had to go back to work. FUEL OIL CRISIS * USA - Gas Gangsters

USA -Mad Gorilla's Jungle, by John Hull -23 April 2008: -- ... A potentially devastating situation is developing that nobody seems to be paying much attention to. I'm referring to the continuing upward spiral in crude oil prices which is forcing the price of gas at the pump through the roof... But is it, really? First, a few facts:
1. We have more oil, either in the system or located and pumpable, than ever before in our history.
2. The EPA requires manufacturers to produce at least 14 different blends of gas "to prevent pollution" during certain parts of the year.
3. We only get about 10-15% of our oil from the Mideast. The bulk of it comes from Canada and Mexico, and local production in the US.
4. Our refineries are running at full capacity 24/7/365 except when they shut down for maintenance or switching blends, and no new refineries have been built since about 1978.

* Start first with the speculators

With more oil than ever before available, there is no reason for paying $117 a barrel as if there was a real shortage of crude. They are gouging us all to make as much money as possible by artificially creating what amounts to a shortage situation. Next in line is government, at every level, tacking tax on each gallon. Gasoline is like food -- a necessity of existence in modern life -- and should be taxed the same way. Food is either not taxed at all, or at a very low rate. In addition, eliminate the boutique blends which would enable refineries to produce a lot more gas. Correcting those three areas would drop the price per gallon back below $2.00 in one fell swoop... What will be the consequences if we don't halt the rise of fuel prices? Consider this: About 80% of the things we buy every day are transported to our stores and supermarkets by truck. Truckers are paying well in excess of $4.00 a gallon for diesel fuel and that will likely go much higher. They are already having trouble making enough to keep their trucks on the road... The average truck tractor costs in excess of $100,000. That means they have to keep those trucks rolling and hauling cargo to pay for the truck and make a living. When fuel costs start exceeding what they make on a load, those trucks will be parked. If they can't make the payments, they lose the truck, and we slip farther and farther behind as prices get forced up by the laws of supply and demand... Another factor is the use of ethanol as an additive in gas to cut down on oil consumption. The primary source for that is corn at present... You have to eat, and you have to get to work, so what do you do? People are already cutting back on other expenses, and not buying new products. No sales means no profits. No profits means cut back in the work force. People get laid off, which means higher unemployment costs, and that puts more burden on those still paying into the system to make up the shortfall in sales taxes, employment tax, etc.... All of the above leads to one thing at the end: a depression... And all over a situation that has been artificially created. There is only one way this is not going to happen. Consumers -- all of us -- are going to have to stand up and demand that these things get fixed. They are fixable, but only if we have the will to hold the feet of those in government to the fire. If we don't, it will get real ugly real fast. If you're not quite convinced, remember the beginning of "The Road Warrior." The breakdown of society and the wars that followed was due to fuel shortages. That scenario isn't so far fetched as one might think...

* Study: EU road haulage to grow from now until 2030

London,UK -Road Transport -24 April 2008: -- Road haulage within the European Union (EU) is set for constant expansion until 2030, according to a detailed report written for the European Commission. It predicts that 2005's EU freight transport total haulage of 2,464 gpkm (one billion tonnes carried over one kilometre) will rise to 2,770 by 2010 3,061 by 2015 3,321 by 2020 3,546 by 2025 and 3,717 by 2030. Road haulage will command the lion's share of this business, growing from 72.6% in 2005 to 75.4% by 2030... The study - carried out by the National Technical University of Athens, Greece - also predicts there will be growth for the freight volumes carried by rail and inland waterways, reversing a recent contraction in rail freight...


* VOSA given tougher targets

Grain Valley,MO,USA -Land Line Magazine, by Jami Jones -April 22, 2008: -- Trucking companies going out of business in the first quarter of this year rivaled the record levels of failures reported in 2000 and 2001, according to a report released by Avondale Partners LLC... The report, written by longtime trucking analyst Donald Broughton, reported that an estimated 42,000 trucks, or 2.1 percent of the nation’s over-the-road, heavy-duty truck capacity went out of business in the first three months of 2008... Broughton laid blame at the feet of continued pressure from all cost fronts, which include the “inability of fuel surcharges to keep up with constantly rising fuel costs” and forking out more cash for renewing licensing and insurance that typically come due at the first of the year... These pressures, according to Broughton, pushed companies that were “teetering on failure, over the edge. He reported that the majority of companies failing were smaller companies with longer lengths of haul... The end result was 935 companies that went out of business – a number that surprised even Broughton... The glimmer of hope offered in Broughton’s report was more of a history lesson. As tough as things were in 2000 and 2001, truckers who were in business following the downturn “experienced the strongest pricing power since the industry” was deregulated in 1980...

Edwards, who on a national scale tracks everything from supermarkets to mall clothing outlets, said even retail giants like Wal-Mart and Costco are starting to worry about fuel prices... Suppliers are worried that they could end up losing money on orders placed today that won't ship until months later... Food costs are rising. An American Farm Bureau Federation price survey for basic supermarket items like corn, meat, milk and mayonnaise indicates an 8 percent jump in price for the kind of stuff most people buy. The cost of filling up a rig with a 300-gallon tank is nearly $1,600... Truckers have adopted a stock approach to the situation - a surcharge on rates that rises with the price of fuel. It adds up to a lot of pain for people in the trucking industry and the customers who rely on them... High diesel prices present challenges that the trucking industry has never seen. Labour, for example, is normally the industry’s highest input cost. But now fuel is rivalling that and sometimes exceeding it... As well, because of high fuel prices, local firms sometimes find it cheaper to put drivers up for the night in a nearby city than have them come home at the end of the day empty. If a next-day load is available at a destination, truckers are being asked to wait for it... Firms that have entered long-term contracts with big customers at fixed rates are also in trouble. FUEL ECONOMY * USA - Proposed rules to be released

Washington,DC,USA -AP/USA Today -21 April 2008: -- The government on Tuesday plans to release a proposal to raise fuel efficiency standards for new cars and trucks, putting the nation's fleet on track to reach 35 miles per gallon by 2020... Transportation Department Secretary Mary Peters was making the Earth Day announcement in Washington, responding to a new energy law pushed by Congress last year and signed by President Bush... Congress sought tougher standards requiring the nation's fleet of new vehicles to increase its efficiency by 10 mpg from its current average of 25 mpg, or a 40% increase. The new law represented the first major changes to the auto mileage rules in three decades... The proposal will set fuel economy standards from 2011 to 2015 and are expected to be finalized before the end of the Bush administration. A Transportation spokesman declined comment on the plan...

For most Maryland drivers, the $4-a-gallon fill-up is still a dire prediction

But for those who depend on diesel to power their trucks and tractors and family cars, four-buck fuel has been a fact of life since February... AAA Mid-Atlantic reported yesterday that diesel was selling for an average $4.24 - up $1.30 from a year earlier. But diesel prices have risen at percentages far outstripping the cost of regular gasoline. Last year at this time, diesel cost only 6 cents more than gasoline... The effects of the high cost of diesel are being felt through every sector of the state and national economy: higher fuel prices drive up the cost of hauling everything from beer to baby strollers to market. Food costs, particularly sensitive to the price of fuel, rose 1.2 percent last month as the economy posted some of the worst inflation numbers in three decades...In the trucking business, he said, it's hard for small operators to pass along their increased costs in the form of surcharges. With a weak economy, it's too easy for customers to take their business elsewhere... Louis Campion, senior vice president of the Maryland Motor Truck Association, said the bigger trucking companies have largely been able to add fuel surcharges. But smaller companies, without the market power to make them stick, in many cases have had to eat much of the added expense. Some smaller carriers have simply parked their trucks, he said... Back in Bel Air, McGuirk wishes for a halt to the diesel price spiral. Maybrook,NY,USA -The Times Herald-Record, by Christine Young -April 20, 2008: -- Bobby Locke pulled off Interstate 84 at Exit 5, got out of his rig and pointed to worn treads on the tires... "I'm burning money," said Locke, a 68-year-old independent trucker from Stewart, Fla. "I'm surviving, but I'm not making money to buy tires."... That's because, with diesel fuel recently soaring past $4 per gallon, a big chunk of Locke's wages goes into the tank... During his 3,400-mile weekly run between Florida and Massachusetts, Locke usually fills up in Virginia, where diesel fuel is about 50 cents a gallon less than in New York... Still, he pays more now than he can ever remember during his 50 years on the road... "I don't have no money to keep my truck up," he said. "My truck's going down because it's all going out the exhaust pipe."... In New York, the price hike is putting some small truckers out of business... Locke predicted that a lot of drivers will be forced to postpone maintenance, which will compromise safety on the road... "It's like 55 to 60% of your earnings going in the tank and it's crazy," said driver Shawn Minck... Robert Wilson owns a towing company but says the only thing being hauled out is his profit. He, like others, says rising diesel fuel is driving out their business... For Minck, filling up his truck costs $1,100, causing him to cut back... "I don't even fill it up anymore. I just put enough in to make the next trip. After I deliver it, I get the next load. I figure out how much it takes me to put fuel in from there," Minck said... The pain of runaway fuel prices can be felt everywhere, from the biggest trucking firms to independent owner-operators with a single rig... Trucks move many of the nation's retail products and materials used in construction. And much of that freight is handled by small trucking companies — those with fewer than 60 trucks... Often, the only recourse for trucking firms is to impose fuel surcharges... But fuel surcharges don't cover "deadhead miles"— the distance covered when a trucker drops off a load in one city and hauls back an empty trailer to pick up another. And trucking companies don't recover expenses from time spent idling in traffic or at rest stops... The higher prices are increasing the tension between trucking companies and freight brokers. Truckers complain that brokers aren't passing on all of the fuel surcharges being imposed on shippers, and they've asked Congress to step in... "When that happens, shipped costs go up. Costs to the consumer go up. And the trucker goes out of business," said Todd Spencer, executive vice president of the Owner-Operator Independent Driver Association. "That should be unlawful."...

TRUCKS' IDLE * USA - The Idling Semi Truck

USA -Used Semi Trailers, by Trucker Jim -Apr 18, 2008: -- ... Leaving the vehicle idling might seem like the safest and warmest choice for most semi truck drivers. Drivers choose to leave the engine idling to warm the cabin and engine during colder months, to power electronic devices, and to dissuade would-be vehicle thieves. But some states are now putting limits on this common practice... Acording to The Texas Commission on Environmental Quality and the National Conference of State Legislatures, rest is the biggest factor when it comes to making decisions about idling... In addition to regulations meant to protect the environment, regulations are also in place to protect the driver. Because drivers must rest for ten hours after each eleven hours shift, and resting in an overly cool or overly warm cab would be both impossible and dangerous, state and local governments must continue to work with trucking companies to come to a solution that benefits everyone. For now, the American Transport Research Institute continues to study new technologies and regulations, and truck companies and government agencies try to offer more incentives to decrease idling... Truck drivers don’t have to keep on top of this research, but they should make sure they are aware as regulations and incentives change, so they can avoid fines and reap benefits...

The drivers from southern Indiana are calling for a mandatory federal fuel surcharge to be directed to truck owners... According to truckers, the cost to fill up was about $450 five years ago, compared to $1,150 today... "Four thousand trucks were repossessed in the last month in this country," said driver Darrell Breeden. "Every day, trucks are abandoned at truck stops across the country because truck drivers can't make their payments and don't have the money for fuel."... Here's why: AAA says Tennessee diesel pumps hit a new four-dollar-plus record Friday. That's still more than 10 cents below the national average. A cash-guzzling $4.17... Myron Harris' "big wheels, bring a big cost", says he'll hit the brakes again... "I think congress is going to start paying attention and really start doing about the cost of fuel in this country," Harris said... But for now, "Just keep paying and hoping for the best,"... With 116 gallons in his tank, Sporcic shut off the pump and replaced the nozzle after only filling his tank about halfway... Sporcic was among truckers who staged a "slowdown" during the first week of April, purposefully slowing down or stopping their driving to protest spiking fuel prices and their belief that customers and shippers aren't paying their share of the rising cost of doing business... The transportation industry is one of the largest industries in the world, and if truckers say that if they get organized, they could send a powerful message... "If the trucking industry were to shut down for one day, we're going to send a ripple through this whole country," Russell said... If truckers stayed home en masse for several days or more, "there'll be a lot of hungry people," Sporcic said...


* As fuel costs rise, truckers say they’re running on empty - Drivers, legislators rally for tax relief

About two dozen truckers joined state legislators at the Superstop filling station and described how close many of them are to going out of business... Diesel fuel on the East Coast costs about $4.12 per gallon this week — $1.26 more than it cost this time last year, according to the U.S. Energy Information Administration... Looman said he wished truckers had organized earlier to publicize their situation. He said he has already exhausted his savings...

* Rough Road for Truckers

USA -Layover -Apr. 17, 2008: -- ... Stephen Rush, president of Wharton-based Carbon Express Inc., an oil and chemicals delivery company, said he has laid off a half-dozen employees: drivers, maintenance people and administration... He said his business has suffered most from a decline in motor oil shipments, probably because high gasoline prices have consumers driving less... To some extent, trucking companies are protected from the diesel price increases by a government regulation that allows them to put a surcharge on delivery prices when fuel costs rise... But that relies on customers agreeing to pay the surcharge, and some don't, owners said. And if they do, Toth said, the extra cost just gets tacked onto the goods being shipped... Pat Bachman, director of quality services at Maywood-based Metropolitan Trucking Inc., said even if a client pays the surcharge, the trucking company has to pay the extra fuel costs on "dead head" miles -- those when an empty truck is returning from a delivery. That's significant because about 5 percent of the 8,500 miles driven by the average truck are dead head miles, he said. At that rate, the $1.19 increase over the last year has added more than $500 a month to the cost of running an average truck...

The use of heavier trucks can be an effective way for the industry to reduce fuel consumption and emissions, a new study by the American Transportation Research Institute said

"As we look for ways to reduce congestion and greenhouse gas emissions, without sacrificing the supply chain efficiencies that the trucking industry supports, higher productivity vehicles should be considered as a viable part of an overarching solution,” said Doug Duncan, president of FedEx Freight and ATRI chairman... ATRI’s study looked at the performance of six different vehicle combinations: a five-axle tractor-trailer, a five-axle double, a six-axle tractor-trailer, a Rocky Mountain double, a triple and a turnpike double... “Operating vehicles at higher [weights] may require the use of larger engines which, combined with the additional weight, decreases fuel economy on a miles-per-gallon basis,” the report said, but the smaller number of trips would more than offset that disadvantage... For example, the five-axle tractor trailer and the double hauling 80,000 pounds both averaged 5.4 mpg in the study, while the six-axle truck weighing 97,000 pounds averaged 4.9 mpg. The triple, according to ATRI, got 3.8 mpg when hauling 140,000 pounds... The report said that moving a 1,000-ton shipment 500 miles would consume 3,889 gallons of fuel and take 42 trips if hauled by a standard five-axle truck weighing 80,000 pounds. However, the same shipment sent using a Rocky Mountain double weighing 120,000 pounds would burn 3,215 gallons of fuel, making just 27 trips...(Bob Schatz for TT)

"We're seeing more of it," especially among drivers paid by the hour or the mile, said Sgt. Alan Hageman, who has spent 24 years with the state police. There's an inducement for drivers to be as productive as possible, he said, which can mean driving a lot more hours than they are allowed by law... The around-the-clock check began at 12:01 a.m. Tuesday and was to end at midnight Thursday. Organized by state police and the Oregon Department of Transportation, its goal was to reel in trucks with worn suspensions, frayed tires, bad brakes and long-haul commercial drivers who were drowsy, drunk or drugged. Troopers with narcotics dogs also circled each parked truck to make sure illegal drugs weren't being transported...

New York,NY,USA -Transport Topics -15 April 2008: -- Oil prices jumped almost $2 Tuesday from Monday’s record, closing at a new all-time high of $113.79 a barrel, Bloomberg reported... The gains were driven by an International Energy Agency report that said Russian oil production fell this year for the first time in a decade, raising concerns about whether that country will have sufficient supply to help meet increasing global demand, the Associated Press reported... * USA - Diesel dilemma -As the price of fuel continues to climb, truckers feel pinch

One local service station was advertising $4.07 per gallon diesel fuel last week. The national average for diesel fuel as of April 7 was about $4 per gallon... Trucker Wade Butler said it was making things difficult on his business, W. P. Butler Trucking of Dublin. He operates 15 trucks which haul in North Carolina and Virginia... “It’s about to close us up,” said Butler of the prices... Owner/ Operator Steve Carroll echoed Butler’s sentiments, “It’s been pretty tough on us.”... Both men say the increasing costs of operating those big rigs hauling goods to markets both here and in other states is inching up and putting a crunch on profits. Carroll operates a fleet of five trucks and hauls loads as far south as Georgia and as far north as Virginia. Carroll, who estimates he hauls about 75 percent of the peanuts, peanut products, and peanut butter for Peanut Processors in Dublin, said a fill-up used to cost about $250. Now, it can cost as much as $1,000... He said a lot of truckers shut down or slowed down on the roadways last Monday to protest the high fuel prices...

Rising fuel prices are having an impact right across the spectrum of transport activity. Companies ranging from road freight operators to airlines are being driven out of business in all major markets throughout the world

In the UK, for example, the latest freight company to call it a day is Ramage Distribution, a well-known Scottish-based road freight carrier. Last week, management called in accountants KPMG to act as receivers. Some 350 jobs have been lost at depots throughout the country, with just a handful of staff retained to help the company in administration... The crash of the company comes only months after Ramage reported that its acquisition of Scottish haulier UFD in mid-2007 had "knocked millions off the combined annual overheads of the enlarged operation, almost tripled turnover and left the company primed for expansion in 2008" (Ti Logistics Briefing, News, December 21, 2007). Its subsequent problems have been blamed on rising overheads, mainly fuel... Such problems are not confined to the UK where at least truckers currently don't have to cope with a major economic slowdown. In the US, truckers are faced with a combination of record oil prices and dropping volumes, particularly in the construction/housing industry. Anecdotally, it is the independent truckers which are facing the worst crisis, being unable to pass on the full costs of fuel to their employers.
